119/17Minutes of the meeting held on 6 December 2017
The minutes of the meeting held on 6 December 2017 were approved and signed by the Chair.
120/17 Mr Ross, representing Black Combe runners, gave the meeting the details of the annual fell race that was taking place on 10 March 2018. It was expected that there would be approx. 180 runners, a reduction on previous years. He had written to all the affected graziers and farmers informing them of the event.
Cllr Bradley agreed to inform the Village Hall cleaner to come in the Monday after the event to undertake a good clean of the hall.
Mr Ross stated that there would be a donation of around £150 from last year’s event and would like it spent on play area projects. The council agreed and thanked him for the donation.

122/17PROGRESS REPORTS
122/17.1 Silecroft Tennis Courts
Cllr Sharp had sent a report via the Clerk. He had treated the tennis court with moss killer and suggested that line painting be delayed until April to allow it to work. This was agreed upon. Clerk to contact Playdale.
Cllr Bradley reported that the Tesco Bags for Life form had been completed and confirmation had been received that the balance of the money would be paid.

Cty Cllr Hitchen had left a verbal report with the Clerk.
There was a 10% reduction in the amount of monies ( now £1.8m) available for road repairs within Copeland.

127/17.6 Transparency Fund
The Clerk reported that a claim has been submitted to the Transparency Fund for £783.18 and this was approved by the Council
128/17PARISH MATTERS
128/17.1 Silecroft Beach Front and Toilets
The Clerk had obtained one estimation for the cost of refurbishing the current toilet block and the addition of a disabled toilet. Notices to be put up inviting tenders to undertake the work. The cleaner had notified the Clerk by email that toilet roll had been set on fire in the ladies sometime in December. No damage sustained other than smoke damage.
128/17.2 Toilet Cleaning Contract
A draft cleaning job description was presented to the Council. It was agreed further modifications to it were required. The Clerk to make alterations and circulate to the Council.
128/17.3 Car park issues
The Clerk reported that Ghyll Scaur quarry had been contacted re more stone. Clerk to chase.
Cllr Fell to contact Milburn’s to ascertain cost of scraping the car park with a digger to fill in potholes.
128/17.4 Pop-up Cafe
Cllr Cumming reported that plans were expected to be submitted by middle of March for the existing café. A questionnaire was to be circulated obtaining views. The CIC were looking at a 5 year plan.
128/17.5 Donation Box – Silecroft car park
In the absence of Cllr Rand, this was deferred to the next meeting
128/17.6 Wi-fi in village Halls
Kirksanton Village Hall had sent a request to support funding to install wi-fi in the village hall. After discussion it was agreed to investigate the cost of installing wi-fi in both village halls.
128/17.7 Retention of Documents Policy

The Clerk presented a proposed Retention of Documents policy to the Council. It was resolved to accept the document as it stood, proposed by Cllr Fell, seconded by Cllr Cumming
128/17.8 New Data Protection Legislation
The Clerk informed the Council of some of the changes and that she is attending a course on 8 March 2018, when more information should be available.
129/17Reports from outside bodies
Cllr Sharpe had attended the joint meeting held by Millom town Council on road traffic issues. In his absence, a report on the meeting to be held at the next meeting
130/17CORRESPONDENCE All correspondence had been circulated to councilors. The following had not been circulated.
• An email had been received asking that all churches be involved in the nation’s tribute to the end of World War 1. Cllr Wilson to bring to their attention

• The Clerk reported that the clasp on the notice board at Silecroft Village Hall was difficult to move. Cllr Fell to investigate
• Cllr Cumming reported that work was in progress at Kirksanton Village Hall
• Cllr Cumming reported that there were now large potholes on the Kirksanton village green track.
