The following amendments were approved:
Increase Council expenses to £1015 to take into account solicitor costs for transfer of toilets. This to be taken from reserves.
A request had been received from Kirksanton Village Hall for a contribution towards the replacing of the Hall floor. It was proposed by Cllr Bradley and Seconded by Cllr Lowery that the £500 allocated to Village Hall maintenance and usually given to Silecroft Village Hall in lieu of Hall hire fees be donated to Kirksanton Village Hall for 2017 and that from 2018 onwards this allocation to be spilt 50:50.
It was RESOLVED to accept the proposal.

Minutes 6/12/17
The Clerk presented the amended budget to the council. It was proposed by Cllr Cumming and seconded by Cllr Fell to approve the presented budget for 2018/19.
This was approved by the full council
Cllr Fell to arrange for the lifebelt post to be repaired and replaced.
Cllr Fell and Cumming reported that they had attended the solicitors’ to sign documents for the asset transfer of toilets from Copeland Borough Council to Whicham Parish Council. There is a covenant attached to the land that requires for toilets to there and in working order. The Parish Council are required to keep the toilets for a minimum of 10 years to prevent charges being incurred.
After discussion it was agreed that a formal contract would be drawn up between the Parish Council and the cleaner.
It was suggested that metal toilet roll holders be sourced
The Clerk reported that no response had yet been received from the organizers of the Mountain marathon to the letter of complaint sent to them, but she had chased it up.
Cllr Fell asked that another load of stone be obtained from Ghyll Scaur Quarry as the car park required some remedial works. The Clerk to contact the Quarry.
An email had been received from Mr R Morris-Eyton that a site meeting had been arranged with Lake District National Park Planning Authority to visit the site of the Pop-up café on 11 December 2017. Cllrs Fell, Cumming and Lowery to attend.
After discussion it was agreed that there should be a formal contract between the Parish Council and the current cleaner with regards to the cleaning of the toilets. The Clerk to draft one out and send to Councilors for comments
Cllr Cumming reported that the Church was pursuing a number of options as to where to extend the graveyard to. One of which was land next to the car park. A formal request for the land to be considered would be sent by the Church.
It was agreed that whilst the notice board at Kirksanton was being repaired that notices would be displayed on the village hall notice board.
It was brought to the attention the email from Copeland Borough Council re the proposed boundary changes to wards. Councilors were encouraged to read and bring it to the attention of the parishioners
The Clerk reported that a joint meeting had been held with the Chairs of Millom without, Bootle and Whicham Parish Councils to discuss contingency planning in the event of the loss of Clerk. It had been agreed to the setup of storage in the iCloud as an additional backup system. The Clerk to arrange
