DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 7 MARCH 2018 IN SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

134/17Declarations of Interest
There were no declarations of interest.

135/17Minutes of the meeting held on 7 February 2018
The minutes of the meeting held on 7 February 2018 were approved and signed by the Chair.

136/17Police Liaison Report
A report had been received and had been previously circulated. PCSO Booth stated that there had been an increase in road related incidents due to the poor weather. 3 RTC’s had occurred over Corney Fell when the road was closed.
There is an expectation of a rise of concerns regarding dogs walking through lambs and it as intended to undertake a media campaign to remind dog walkers.
A Sergeant and an Inspector had had a meeting with Millom town Council regarding the Post Office robbery and a man has been arrested and charged with the offence.
The wildlife reported incident was someone lamping and a sheep on the road.
The road from Buckman Brow to Duddon Bridge will be closed over night for repairs commencing 19 March for 5 nights.
PCSO Booth reported that there was some intelligence that gypsies travelling back from Ireland may possibly settle in the Millom area and to be vigilant.
Councilors reminded PCSO Booth that the annual fell race was on Saturday 10 March commencing at 11am.
PCSO Booth was thanked for his report.

137/17PROGRESS REPORTS

137/17.1 Silecroft Tennis Courts

The Clerk reported that the lining had been delayed until the end of April. Cllr Sharp to monitor to ensure that the moss had been killed.

138/17Public Participation Session
2 representatives of the CIC gave an update on the pop-up café. A survey had been undertaken both on-line and as a paper and over 200 responses had been received, out of which only 2 people were against the café. The Trustees were applying to the Copeland Community Fund for a grant towards the installation of a permanent electrical supply to the café and required a letter of support from the Parish Council.
The representatives requested if they could attend the next Parish Council meeting as an Agenda item.
The Representatives were thanked for their report.

139/17County Councilor and Borough Councilor Report
Cty Cllr Hitchen reported that repairs to the A595 from Buckman Brow to Duddon Bridge was to commence on 19 March from 2200 – 0500 for 5 nights, weather permitting. Any queries or concerns the contact number was 03003032992.
The new recycling boxes for Copeland were being rolled out.
There were no other issues.

141/17 FINANCIAL RECORDS

141/17.3 To receive and note the bank reconciliation statement dated 5 February 2018
This had been balanced to the accounts and had been ratified by Cllr Bradley prior to the meeting.

142/17.4 To consider the Budget Comparison Report as at 28 February 2018 and determine action need to address deviations from the budget.
None required

143/17PARISH MATTERS

143/17.1 Silecroft Beach Front and Toilets
The Clerk reported that she had made enquiries re possible funding source with the Copeland Community Fund and that the projects were eligible for funding. Three quotations were required and the Parish Council was required to register. The Clerk was instructed to register and to chase the architect re the plans for the disabled toilet.

143/17.2 Toilet Cleaning Contract
A revised draft cleaning schedule was presented to the Council for approval. It was agreed that during the summer months the toilets would be left open 24 hours and this would be re-evaluated during that period. The schedule to be forwarded to the cleaner with a review in 3 months.

143/17.3 Car park issues
Cllr Fell reported that he had been in contact with David Milburn re the regrading of the car park. Cllr Fell to get a quotation.
The Clerk to contact the Quarry regarding acquiring more stone.

143/17.4 Pop-up Cafe
As requested in the public participation, the Councilors were in agreement that a letter of support for the electrical supply be sent by the Clerk to The Copeland Community Fund.

143/17.5 Donation Box – Silecroft car park
Cllr Sharp reported that he had spoken to James Luke who was prepared to undertake the works and make it a feature, but required guidance on what the Parish Council would like. After discussion it was agreed that a silhouette of Black Combe was appropriate along with information.
Cllr Sharpe to bring photos and more information to the next meeting.

143/17.6 Wi-fi in village Halls
The Clerk that she had investigated the costs of installing wi-fi into the village halls. After discussion it was agreed that wi-fi would be of benefit to both communities and the information to be sent to the Village Hall Committees for their decision. Funding for the installation could be obtained from CGP Trust Fund. It was suggested that a questionnaire be undertaken to ascertain who would use the wi-fi and if there was sufficient community support, then this could be added to the precept in 2019/2020.

143/17.7 Code of Conduct Policy

The Clerk presented a proposed Code of Conduct policy to the Council. It was resolved to accept the document as it stood, proposed by Cllr Fell, seconded by Cllr Cumming

143/17.8 Complaints Procedure
The Clerk presented a Complaints Procedure to the Council. It was resolved to accept the document as it stood, proposed by Cllr Fell, seconded by Cllr Cumming.

144/17Reports from outside bodies
Cllr Sharpe reported on the meeting he had attended at Millom Town Council on road traffic issues. In a summary there were more potholes and less money. He did raise the issue of the amount of time wasted by staff travelling from Workington to undertake works in the south of the county. He estimated that 4 hours per day was lost in travelling. It was suggested that a local depot at Bootle would be more cost effective.

145/17CORRESPONDENCE All correspondence had been circulated to councilors. The following had not been circulated.
 An email had been received from Kirksanton Village Hall committee inviting the Parish Council to hold alternative meetings there. The Council agreed that they should be supporting both village halls and it as agreed to hold the April meeting at Kirksanton subject to availability.
