WHICHAM PARISH COUNCIL

DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD
ON THURSDAY 6 SEPTEMBER 2018 IN
SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

58/18 Ms Lord from ACT gave a presentation to the Council and members of the sub
group on the process of reviewing the current Community Plan. Including how
to develop a questionnaire and an action plan. Information leaflets were to be
emailed to the Clerk for distribution amongst the Steering Group.
Cllr Cumming thanked Ms Rose for the information and attending. 2 members
of the public then left the meeting

59/18 : Exclusions of Press and Public
There were no items that required the exclusion of press or public

60/18 Declarations of Interest
Cllr Lowery declared an interest in planning application 7/2018/4069

61/18 Minutes of the meeting held on 4 July 2018
The minutes of the meeting held on 4 July 2018 were approved and signed by
the Chair.

62/18 Police Liaison Report
A report had been received and had been previously circulated. The report was
accepted.

63/18 PROGRESS REPORTS
None

64/18 Public Participation Session
None

65/18 County Councilor and Borough Councilor Report
Cty Cllr Hitchen had sent his apologies. The Clerk was asked to chase up the
30mph signs for Silecroft.

66/18 Applications for Development

66/18.1 To examine applications for development and submit
observations to the Planning Authority

66/18.2 To ratify the observations submitted by the Clerk under devolved

67/18 FINANCIAL RECORDS

67/18.1 The following payments were approved:

67/18.2 To note the receipt of payments
None received

67/18.3 To receive and note the bank reconciliation statement 3 August 2018
In the absence of Cllr Bradley, this was held over until the next meeting

67/18.4 To consider the Budget Comparison Report as at 31 August 2018 and
determine action need to address deviations from the budget.
It was agreed to increase miscellaneous purchases by £744 and these monies to
be taken from the reserves.

67/18.5 The Clerk reported that a VAT claim for £2647.64 had been submitted
for the year 2017/18

68/18 PARISH MATTERS

68/18.1 Silecroft Beach Front and Toilets
The Clerk reported that the application for funding was now with the Copeland
Community Fund and were awaiting the decision of the panel.
After discussion it was proposed by Cllr Lowery, Seconded by Cllr Sharpe that
John Angus is the preferred supplier for the refurbishment.
The Clerk to contact Alan Walker to draw up plans for the disabled toilet in
preparation for submission to planning consent.

68/18.2 ROSPA inspection of Play areas
The Clerk presented the reports on the play areas. It was agreed to remove the
climbing frame from Kirksanton as per their recommendations. Some
additional grass seeding to be undertaken at Silecroft. Weekly inspections to be
undertaken of the play areas.

68/18.3 Meeting between PC & CIC
The Clerk reported that the preferred date for the meeting was 24th September
2018 at 7.30pm. The Clerk to inform all parties and arrange a venue.

68/18.4 Donation Box – Silecroft car park
Cllr Sharp reported that there was still no progress. After discussion it was
agreed that it should located in the centre of the car park and be inset in a stone
monolith.
It was noted that the tourist information signs were weathered and required
replacing. To check with LDNP regarding responsibility.

68/18.5 Re-planting of war memorial site
It was agreed that only spring bulbs would be required.

68/18.6 Notice Boards
Cllr Lowery reported that the notice board at Whitbeck required replacing as it
was damaged in last winter’s gales. Cllr Cumming stated that she would contact
the company who are replacing Whicham church’s

68/18.7 Review of Community Plan
This was dealt with in point 58/18

68/18.8 Proposed changes to LDNP Boundaries
Cllr Cumming stated that she would be attending this meeting and would report
back at the next meeting

68/18.9 Sit-on Mower
In the absence of Cllr Fell this was deferred to the next meeting

69/18 Reports from outside bodies
Cllr Rand confirmed that he would attend the 3 tier meeting and report back at
the next meeting.

70/18 CORRESPONDENCE All correspondence had been circulated to councillors. The
following had not been circulated.

  • Millom Town Council – Invitation to send a representative to the
    centenary of end of world war 1 commemorations
  • Email from a member of the public requesting permission to park a
    Camper van overnight on Silecroft beach front

71/18 Councilor Matters

  • Cllr Wilson reported that the drain appeared blocked and there was flooding
    in the church gates. The car park also required some additional stone
  • Cllr Rand reported that the LDNP were no longer the landlords of Silecroft
    Caravan Park. The touring pitches had been closed down due to the poor
    condition of the shower block and that it was expected that these would be
    re-opened in 2019. The swimming pool is no longer functional due to age of
    equipment and unlikely to open in the near future. The new owner is keen
    to work closely with the PC
  • Cllr Lowery stated that she had not been undertaking regular checks of play
    areas. This to be discussed at next meeting
  • The Clerk gave an update on the computer problems she had encountered
    and assured that everything was back to normal.
  • Cllr Wilson reported that she had attended the open evening at the café and
    it had been enjoyable

72/18 DATE OF NEXT MEETING – to confirm the next meeting will be Wednesday 3rd
October 2018 commencing at 7.30pm in Silecroft Village Hall.
