A report had been received and had been previously circulated. The report was accepted.
43/18.1 Silecroft Tennis Courts
The Clerk reported that Playdale had completed the line painting on 3 July 2018. Cllr Sharp reported that he had sprayed the edges with weed killer.
It was agreed to release the cheque for payment.

45/18 County Councilor and Borough Councilor Report
Cty Cllr Hitchen reported that he had investigated and that County Highways own the land by the King Billy in Kirksanton apart from a small concrete apron in front of it. It was asked if anything could be done about preventing cars parking on the junction and Cllr Hitchen stated he would seek advice.
He reported that he is still trying to ascertain why the 30mph signs have not been completed.

48/18.1 Silecroft Beach Front and Toilets
The Clerk reported that was still requiring a letter of reference and 3 quotations. Cllr Rand stated that he had spoken to a neighbor who was willing to act as referee, the Clerk to send details of what was required. The Clerk reported that she had sent out the job specification to 6 local companies and had received 2 back and was trying to obtain a 3rd. There was still a requirement for match funding of 30% of the total cost. It was proposed by Cllr Fell and seconded by Cllr Wilson that the balance would be provided from Council funds (approximately £3000).
48/18.2 Car park issues
Cllr Rand reported that it was still being used as a “play area” by young people in cars. There have been issues with camper vans using the car park for overnight stops, which is also creating an issue with regards to rubbish bins being overflowing.
48/18.3 Pop-up Cafe
Still awaiting confirmation for the CIC re the open day, which may now be August. The Clerk had received an email from the Chair of the CIC stating that planning consent had been granted, but with no details. It was agreed that until the full details of the planning consent had been received that no decision would be made regarding amending the Land Lease Agreement. The Clerk was asked to chase for the conditions.
48/18.4 Donation Box – Silecroft car park
Cllr Sharp was still chasing for a design. Cllr Cumming stated that she may be able to obtain a pencil drawing of the silhouette of the Combe.
48/18.5 Re-planting of war memorial site
A quotation had been received from the landscape company. It was proposed by Cllr Rand and Seconded by Cllr Fell to accept the quotation and approve the works to be undertaken.
48/18.6 Notice Boards
Cllr Cumming reported that it was hoped that the Kirksanton notice board would be completed by the end of July. Complaints had been received about the lack of a notice board. Investigation to take place as to whether the one at Whitbeck required replacing or could be repaired.
48/18.7 Road signs Kirksanton Village Green
After discussion it was agreed that the signs would read “Private Road” with Whicham Parish Council in smaller letters. Signs to be metal on a metal pole approx. 1.5 m high. Post to be concreted into ground.
48/18.8 Review of Community Plan
Clerk to contact ACT to arrange a meeting in early September 2018 to advise on the questionnaire and actions required to review the Community Plan. Suggestions of who should be on the Steering Group to be forwarded to the Clerk by end of July.
48/18.9 LDNP Review of Boundary Changes
It was agreed in principle to support this, but additional information was required.
