DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON WEDNESDAY 7 SEPTEMBER 2022 AT SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

57/22 Police Liaison Report
Previously circulated. Cllr Rand requested a meeting with the police to discuss how to deal with travelers in the future. Clerk to contact the police

58/21 Progress Reports

58/21.1 Church car park
The clerk reported that an application had been submitted and was awaiting the outcome.

59/22 Public Participation
Members of the public expressed concerns regarding the planning application no. 7/2022/4071 and raised points that they wish the council to consider in their response.
A member of the public questioned whether the Community Plan was still valid with respect to the council’s representation on the GDF Community Partnership
A member of the public reported that the gabion baskets at the bottom of the steps on Silecroft beach were damaged and required maintenance.
A member of the public reported that the water meter for the boats was broken.

60/22 Reports from County Council and Borough Councillors
Cty Cllr Hitchen was welcomed to the meeting. He reported that there would be some speed monitoring from Silecroft to the beach and would present a copy of the report once completed.

The council resolved not to support this application as it was not an appropriate development.

The Clerk proposed that the external auditors proposed by the government be the external auditors for the Council

RESOLVED to accept Clerks proposal (seconded by Cllr Lowery)

62/22.6 To propose and approve S137 donations
Proposed by Cllr Rand, Seconded by Cllr Jopson and resolved that a donation of £150 be given to Citizens Advice Bureau.

63/22 Village Matters

63/22.1 Silecroft beach car park, toilets and mobile unit
Travelers had been camped on the beach for 6-7 days. The Clerk had spoken to them and they moved on as requested.
Broken meter has been repaired.
Prison to be approached to paint inside toilets. Approved spend of £100 on materials.
Ice cream vendor to be approached re 2023 season and also re winter opening hours.
A quote had been received from ENW for 3phase electric supply to box. Quote to be obtained for it to extend to toilets.

63/22.2 Silecroft beach proposed new café
Still awaiting progress from Copeland Borough Council. Clerk to investigate cost of 3 phase electricity supply for EV points at new cafe

63/22.3 Play inspection report
Reports have been received for both play areas and a plan of action implemented. Investigate use of AstroTurf under swings to reduce wear and tear/

63/22.4 GDF
Cllr Cumming reported that a publicity drive to recruit additional members from a wider spectrum to the Partnership. Working towards open sessions from October onwards with public participation sessions.

Cllr Wilson left the meeting at 2130 hrs.

63/22.5 30mph Speed Limit – Silecroft
Awaiting a response re speed survey

63/22.6 Planting for Pollinators
Whicham Old School field to be changed to a wildflower meadow

64/22.7 Defib – Silecroft
Clerk to apply to CGP Trust Fund for purchase of a defibrillator at Silecroft Village Hall.

64/22.8 Code of Conduct

67/22. Councillor Matters
An opportunity for Councillors to raise minor matters, not on this agenda, on behalf of residents
(Note. No discussion or decisions can be made on these matters but the Clerk may make investigations and/or they may be placed on a future agenda of the Council

  • Cllr Cumming stated that the South Copeland Partnership are seeking funding for 2 posts for South Copeland. Council supportive in principle
  • Cllr Jopson reported that there had been a number of incidents at Valley Road end and asked that the lack of white lines be reported to CCC and Cty Cllr K Hitchen

The next meeting of the Parish Council will be on Wednesday 5 October 2022 at Silecroft Village Hall commencing at 7.30pm
