72/22 To approve the Minutes of the meeting 7 September 2022
The Chair was authorized to sign the minutes as a true record of the meeting

73/22 Police Liaison Report
PS McDonald gave an update on the travelers and explained the processes
involved in the muti-agency approach.
Stressed the importance of reporting all crimes and incidents of concern. Too
few incidents are being reported which means it is difficult to justify additional
resources to South Copeland.
There have been reports of groups hunting with dogs around the Millom area
4 new PCSO’s starting in January.
The Chair thanked PS McDonald for attending the meeting

74/21 Progress Reports

74/21.1 Church car park
The clerk reported that the application had been successful and was awaiting
the paperwork for confirmation.
Clerk to write a letter to the GDF Community Partnership regarding the grant
process.
Resolved to award the contract for the works to JW Plant Solutions Ltd

75/22 Public Participation
Members of the public questioned whether the Community Plan was still valid
with respect to the council’s representation on the GDF Community Partnership
and raised concerns regarding the balance of information provided for the
community.

76/22 Reports from County Council and Borough Councillors
Cllr Rand raised the poor state of the road from Silecroft to the beach with Cty
Cllr Hitchen.
B. Councillor McGrath had nothing to report as the emphasis was now the
transfer to the new authority

The Clerk presented a draft budget for the financial year 2023/24 to the council.
After discussion minor changes made to the draft budget. The Clerk to present
the amended budget to the November meeting

79/22 Village Matters

79/22.1 Silecroft beach car park, toilets and mobile unit

Cllr Rand reported that work had commenced on painting of the inside of the
toilets
The Builder had been and repaired the roof.
Request by Cumbrian Heavy Horses for a hitching rail to be placed on the car
park
A site meeting to be arranged with Cllrs Fell and Rand
The Sea Sport Association have requested permission to install a second
notice/advertising board. Rejected.

79/22.2 Silecroft beach proposed new café
Still awaiting progress from Copeland Borough Council. An approach has been
made by a builder to undertake the project. A meeting to be arranged to
discuss.

79/22.3 Play inspection report
Clerk reported that on investigation Astroturf is not an option for under the
swings, Resolved to reseed, Prison is undertaking works on clearing weeds and
tidying up.

79/22.4 GDF
Cllr Cumming reported that there was no new information. The preliminary
results of the sea bed survey was expected early 2023.

79/22.5 30mph Speed Limit – Silecroft
Cty Cllr Hitchen was asked to take this forward including a 20mph speed limit
through the village.

79/22.6 Planting for Pollinators
Deferred to March 2023 agenda

79/22.7 Defib – Silecroft
Clerk reported that a grant had been received from CGP for a defib and to be
ordered.

79/22.8 Hidden Gems
Deferred

79/22.9 Reinstate lamp post Silecroft Play area
The Clerk provided costings for a solar light from one supplier. To be pursued

80/22 To receive reports from representatives on outside bodies

81/22 CORRESPONDENCE:
To discuss any correspondence received for open discussion:
All other correspondence to be circulated in the normal manner for Council’s
perusal
 An email from a Resident objecting to the GDF – Clerk to respond
 An email from a Resident re the GDF and community plan – Clerk to respond

82/22. Councillor Matters
An opportunity for Councillors to raise minor matters, not on this agenda, on behalf of
residents
(Note. No discussion or decisions can be made on these matters but the Clerk may
make investigations and/or they may be placed on a future agenda of the Council

 Cllr Jopson raised the option of 3 phase electricity supply to the beach and that
Trudy Harrison MP had intimated that there may be grants available. Clerk to
pursue
 Cllr Rand raised concerns re the current state of the land surrounding the war
memorial which was full of weeds.
 Cllr Cumming raised concerns that the hedge around the new bungalow at
Kirksanton was of laurel and not the native hedging as prescribed in the
planning application

83/22. DATE OF NEXT MEETING:
The next meeting of the Parish Council will be on Wednesday 2 November 2022 at
Kirksanton Village Hall commencing at 7.30pm
There being no further business the meeting closed at 2150hrs.
