DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD
ON WEDNESDAY 6 JULY 2022 AT SILECROFT VILLAGE HALL

The Chair was authorized to sign the minutes as a true record of the meeting

42/22 Police Liaison Report
Previously circulated. Cllr Rand reported that he had spoken to the drivers of 4
vehicles undertaking handbrake turns on the car park – reported to the police

43/21.1 Church car park
Resolved to submit application to GDF fund for funding the project

44/22 Public Participation
A member of the public read a statement requesting that Whicham Parish
Council withdraw from the Community Partnership and make representations
to Copeland BC to withdraw. The member of public also requested the Parish
Council to seek parishioners’ views. Cllr Cumming responded there was
currently no new information available to enable parishioners to take an
informed view of the proposal.
The Council repeated their statement that the Parish Council hold a neutral view
on the GDF project and are a member of the Community Partnership to enable
them better to represent the views of the Parish

45/22 Reports from County Council and Borough Councillors
Cty Cllr Hitchen was welcomed to the meeting. He had nothing to report.
B.Cllr McGrath reported that a new recycling service would be introduced from
October onwards using 2 additional wheelie bins. Householders could opt to
keep the small boxes instead of the new bins if they wished.
No date has been approved for the re-opening of the Millom CBC office.
Cllr Rand enquired when the new bird proof bins for Silecroft beach would be
provided.

Relocation of existing vehicular access
Concerns were raised on the inaccuracies on the supporting documents of the
application

46/22.2 To ratify the observations submitted by the Clerk under devolved
powers

determine action need to address deviations from the budget.

48/22 Village Matters

48/22.1 Silecroft beach car park, toilets and mobile unit
Cllr Rand reported that weed killer had been applied to the edges of the path
along the shore front
Resolved to paint the inside of the toilets in the winter.
Noted that the ice cream vendor is leaving their unit overnight on the car park
A request had been received from a running club for permission to leave a
maximum of 10 vehicles on the car park overnight of the weekend 15/17 July
2022 for an event – granted.

48/22.2 Silecroft beach proposed new café
Still awaiting progress from Copeland Borough Council. Clerk to investigate
cost of 3 phase electricity supply for EV points at new cafe

48/22.3 Play inspection report
Notification received that the annual inspection will take place in August

48/22.4 GDF
The Clerk gave feedback from the last meeting attended in the absence of Cllr
Cumming.
Cllr Millar reported that a group had been formed by local people who were
opposed to the proposal

48/22.5 Jubilee
Positive feedback from residents, 8 attended the lighting on Black Combe
A letter of thanks had been sent by the clerk to the Caravan Park for the loan of
the gas bottle.
The surplus mugs to be placed in the two village halls for communal use.
Mugs being distributed around children.

48/22.6 30mph Speed Limit – Silecroft
Request for a new survey on route. Cty Cllr Hitchen to review data from last
survey. PC to pursue a 20mph through village and 30mph from village to beach

48/22.7 Planting for Pollinators
Whicham School field identified as a possible area

48/22.8 Defib – Silecroft
Quotation to be obtained for installation of a defib outside Silecroft Village Hall
Cllr Cumming requested that a sign be placed on the Roadside at Kirksanton
pointing to the defib on the village hall

49/22 To receive reports from representatives on outside bodies
