DRAFT MINUTES OF THE GENERAL MEETING OF THE PARISH COUNCIL HELD ON WEDNESDAY 6 SEPTEMBER 2023 AT KIRKSANTON VILLAGE HALL COMMENCING AT 07.30PM

53/23 The meeting was delayed by 30 minutes as it was not quorate at 7.30pm and
commenced at 8pm

63/23 Village Matters

63/23.1 Silecroft beach car park, and toilets
The Clerk reported that a planning application had been submitted to extend the car
park, for the installation of 3 EV charge points and 5 hook up points, LDNP are
requesting detailed drawings, Resolved to obtain from Fox Architects at a cost of
£500

A revised quotation had been received from ENW for 3 phase electricity. Clerk to
contact electrical contractor to proceed with works.

Stone for car park repairs ordered.

63/23.2 Silecroft beach proposed new café
Cllr Cummings reported that a number of meetings had been held with Cumberland
Council re the café. A separate 3 phase electrical supply has to be made to the café.
A number of issues require resolving and it was agreed to hold an Extra-ordinary
meeting on 11 September to discuss specific Café issues.

Cllr Cumming gave a report. An open meeting to be held 20 September 2023 in
Millom. Still awaiting marine survey,

63/23.8 Phone box – Silecroft – repairs
Parts arrived. Clerk to contact resident who has volunteered to refurbish the phone
box.

63/23.9 Silecroft Village Hall improvements
Clerk has received a request for the PC to pay the planning application fees for the
resubmission of plans for the improvements. Approved

Clerk had also received correspondence around ownership of the hall for insurance
purposes.

63/23.11 Civility and Respect Charter
Council resolved to accept and sign up to the charter.

66/23. Councillor Matters
An opportunity for Councillors to raise minor matters, not on this agenda, on behalf of
residents
(Note. No discussion or decisions can be made on these matters but the Clerk may
make investigations and/or they may be placed on a future agenda of the Council
• Cllr Sharp raised concerns that dykes are not being cut back and are
encroaching on the road.
• Cllr Tyson reported that there was increased amount of dog waste on the
pavement to Hartrees bin and requested if additional bins could be installed.
• Cllr Tyson reported that the Hartrees bin is being filled with domestic waste
• Cllr Tyson raised concerns re an AirBnb and nuisance. Advised this is a police
matter.
• Cllr Cumming reported appointment of Berry Moyle Rosser, South Copeland
Development Officer who can help community groups in apply for GDF funding
and other sources of grant funding.

67/23. DATE OF NEXT MEETING:
The next meeting of the Parish Council will be on Wednesday 4 October 2023 at Silecroft
Village Hall commencing at 7.30pm

68/23 Closed session
Resolved to defer this to a special meeting to be held on 11 September 2023 commencing at
8pm
