DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD
ON WEDNESDAY 2 APRIL 2022 AT SILECROFT VILLAGE HALL

183/21 Progress Reports

183/21.1 Church car park
The Clerk and Cllr Fell had met up with a representative from a contractor who
would submit a quotation

185/21Reports from County Council and Borough Councillors
Cty Cllr Hitchen had sent an email stating noting to report
B. Cllr McGrath reported that recycling would be changing in Autumn from
current system to 2 bins.
Cllr Rand asked if the bins at Silecroft beach could be emptied more regularly
than the twice a week current service. B Cllr McGrath to bring it up with the
lead on Commercial Services
Cllr Rand reported that trail bikes were using the Millom Nature Reserve. B. Cllr
McGrath to follow this up.

186/21.1 To examine applications for development and submit observations to

Replacement of slate roof, reinstatement of historical porch and new PV panels

The Clerk reported that the total receipts from the Beach Car park for 2021/22
was £1973.25 and the Church car park £1967.83

187/21.3 To receive and note the bank reconciliation statement dated 28
February

187/21.4 To consider the Budget Comparison Report as at 31 March 2022 and
determine action need to address deviations from the budget.
The Clerk reported that there had been an underspend on expenditure budget
of £4756 due to lack of progress on projects.
An additional £3325 had been received in receipts – donation boxes collected
more money than expected.

187/21.5 To approve the Risk Register/Risk Assessments

188/21 Village Matters

188/21.1 Silecroft beach car park, toilets and mobile unit

Cllr Rand reported that the roof required some minor remedial repairs. Clerk to
contact a local builder to assess and quote
Resolved to accept the quotation for the installation of a socket for the ice
cream vendor Proposed Cllr Cumming, Seconded Cllr Wilson
Socket to be installed before Easter

188/21.2 Silecroft beach proposed new café
Councillors asked B. Cllr McGrath to bring up the lack of progress with the
Copeland Mayor Mike Starkie

188/21.3 Play inspection report
Contact Community team at HMP Haverigg to undertake removal of
weeds/brambles

188/21.4 GDF
Cllr Cumming gave feedback from the March meeting. An offshore geological
survey to be undertaken in July/August lasting 3 weeks, results will not be
known until 2023
Applications have been received from local organizations for funding
Site evaluation for onshore entrance will not take place for 3 – 5 years

188/21.5 Jubilee
Mugs received and will be handed out on the Jubilee weekend. Cllr Jopson to
compile a list of all children under 16 who are resident in Whicham Parish
The beacon has been ordered.

188/21.6 30mph Speed Limit – Silecroft
Resolved to contact CC Highways to have the 30mph speed limit extended down
to the beach

188/21.7 Annual Parish Meeting 11 May 2022

To discuss any correspondence received for open discussion:
All other correspondence to be circulated in the normal manner for Council’s
perusal

  • NALC – small councils’ consultation
  • LDNP – holiday lets
  • Complaint from visitor re litter on coastal path
  • Complaint of graffiti on stones on coast path

191/21. Councillor Matters
An opportunity for Councillors to raise minor matters, not on this agenda, on behalf of
residents
(Note. No discussion or decisions can be made on these matters but the Clerk may
make investigations and/or they may be placed on a future agenda of the Council

  • Cllr Millar reported that the “Playground” signpost had come down
  • Cllr Millar reported that there were no additional wildlife sites.

192/21. DATE OF NEXT MEETING:
The next meeting of the Parish Council will be on Wednesday 4 May 2022 at Silecroft
Village Hall commencing at 7.30pm
