5/22 APPOINTMENT OF MEMBERS TO SERVE ON OUTSIDE BODIES – To appoint
members of the Council to serve on the following outside bodies:
6/22 To resolve that the Parish Council meets the conditions under section 8(2) of the
Localism Act 2011 and The Parish Councils (General Power of Competence) (Prescribed
Conditions) Order 2012 and therefore may act under the General Power of
Competence

all criteria and wished to invoke the General Power of Competence.

There being no other business the AGM meeting was adjourned at 1955 hours

A quotation had been received from the contractor, it was resolved to obtain 2
more quotes and then submit an application for funding

It was reported that Cty Cllr Hitchen’s wife had recently died. A letter of
condolence to be sent on behalf of the Parish Council
16/21 Applications for Development
16/21.1 To examine applications for development and submit observations to
the Planning Authority
7/2022/4035 1 Court End, Silecroft
Provision of two temporary, timber-built cabins sleeping 2-4 people, with
associated access, parking and landscaping
The Council resolved not to support this application
16/21.2 To ratify the observations submitted by the Clerk under devolved

17/21.3 To receive and note the bank reconciliation statement dated 31 March
2022
This had been approved by the Internal Auditor
17/21.4 To consider the Budget Comparison Report as at 30 April 2022 and
determine action need to address deviations from the budget.

17/21.5 To note and approve the Internal Auditor’s Report and note any actions
required
Recommendation that £20k be moved from the Current Account to the Reserve
Account. This money is ring fenced for the repairs to Whicham School car park

18/21 Village Matters
18/21.1 Silecroft beach car park, toilets and mobile unit
Cllr Rand reported that the mobile ice cream parlor was attending weekends.
Exterior of toilets being painted by community crew Haverigg Prison. They had
also cleared the weeds and brambles from around the tennis courts and filled
in some of the potholes on the car park. A letter of thanks to be sent to the
Community team at Haverigg Prison. It has been indicated that the team are
willing to refresh the paint on the inside of the toilets at a future date.
Septic tank requires emptying

Cllr Fell had received a complaint from the neighboring farmer of the poor state
of the fencing bordering the car park. A quotation had been received from a
contractor to replace the fencing at a cost of £3240 including vat. Resolved to
accept the quote and get the works completed.
18/21.2 Silecroft beach proposed new café
Still awaiting progress from Copeland Borough Council
To contact Trudy Harrison MP re lack of 3 phase electricity supply for Electric
vehicle charge points.
18/21.3 Play inspection report
Tennis Court – brambles and weeds removed. Wall does not need painting.
Surface in reasonable condition. Seek Quotations for new surface and apply for
grant funding
18/21.4 GDF
Cllr Cumming gave feedback from the April meeting. The focus was on
Communications and a campaign to raise awareness.
18/21.5 Jubilee
Beacon ordered to be lit on south summit. Cllr Fell to speak to a local
landowner to gain access. Cllr Rand to speak to caravan site re use of gas
bottles.
Cllr Jopson collated a list of all children under 16 years of age for the mugs.
Kirksanton and Silecroft village halls have arranged events on the Friday and
Saturday.
18/21.6 30mph Speed Limit – Silecroft
Response from CCC Highways that there is no benefit to a 30mph speed limit.
Resolved to request a 20mph speed limit within the village and a 30mph to the
beach – increased pedestrian traffic, horses being ridden to the beach 3 times a
day, caravan park expanded and increased traffic flow. Plus, potential increased
traffic flow to new café when built.
18/21.7 Annual Parish Meeting 11 May 2022

18/21.8 Boat Club
A meeting had been undertaken by Cllr Cumming with representatives of the
Boat Club. They have requested that the outside tap be reinstated so that they
can wash down the tractor after launching. Agreed to install a meter so that
they can be billed for usage.
18/22 Request for a memorial plaque
It was resolved that this was acceptable with a donation towards the upkeep of
the benches.
