DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL

HELD ON WEDNESDAY 2 NOVEMBER 2022 AT KIRKSANTON
VILLAGE HALL COMMENCING AT 07.30PM

88/22 To approve the Minutes of the meeting 5 October 2022
The Chair was authorized to sign the minutes as a true record of the meeting

89/22 Police Liaison Report
A report had been circulated by the Clerk. There had been an attempted break in at
the toilets which required the lock changing.

Contract awarded awaiting a revised budget and start date

91/22 Public Participation
A member of the public stated that new information had been produced and
questioned whether the Parish Council would continue to support the South
Copeland Community Partnership (GDF)

93/22 Applications for Development

93/22.1 To examine applications for development and submit observations to
the Planning Authority
None

93/22.2 To ratify the observations submitted by the Clerk under devolved
powers

94/22.4 To consider the Budget Comparison Report as at 31October 2022 and
determine action need to address deviations from the budget.
None required The Clerk reported that the pay award had been agreed and would
be back dated to 12 April 2022

94/22.5 To approve the budget for the financial year 2023/24
The resolved to accept final budget for the financial year 2023/24 to the council.

94/22.6 To approve the precept for the financial year 2023/24
Resolved precept to remain at £20616

95/22 Village Matters

95/22.1 Silecroft beach car park, toilets and mobile unit
Cllr Rand reported that there had been an attempted break in and the lock had been
changed. Cars continue to come down and park across from each other. No police
presence seen
Work to complete the painting of the inside of the toilets de to commence w/c 7
November 2022

95/22.2 Silecroft beach proposed new café
Still awaiting a response from Copeland BC. A meeting has been arranged with Eric
Barker for 8 November 2022 to discuss lack of progress.

95/22.3 Play inspection report
Clerk reported that Prison has been contacted re remedial works. Reseeding to be
undertaken in the spring.

95/22.4 GDF
Resolved to undertake a questionnaire amongst residents re the GDF. Clerk to
obtain current Electoral Roll.

95/22.5 30mph Speed Limit – Silecroft
No report

95/22.6 Defib – Silecroft
Resolved to be located outside Silecroft Village Hall. Clerk to order defib and contact
Silecroft VH

95/22.7 Hidden Gems
Clerk to resend email

95/22.8 Reinstate lamp post Silecroft Play area
Resolved to purchase a light. Clerk to check that planning consent not required.

98/22. Councillor Matters
An opportunity for Councillors to raise minor matters, not on this agenda, on behalf of
residents

(Note. No discussion or decisions can be made on these matters but the Clerk may make
investigations and/or they may be placed on a future agenda of the Council

  • Cllr Millar requested to attend the Zero Carbon Cafs course at a cost of £35
  • Cllr Rand reported that the light was out at Valley end near the lay bye.
  • Cllr Cumming questioned whether the emergency plan was current.

99/22. DATE OF NEXT MEETING:
The next meeting of the Parish Council will be on Wednesday 4 January 2023 at Silecroft
Village Hall commencing at 7.30pm

There being no further business the meeting closed at 2145hrs.
