166/16: MINUTES of the Parish Council Meeting held on 1st March 2017
The minutes of the meeting on 1 March 2017 were accepted and signed by the
Chair as a true record.
167/16 Eric Barker, Community Regeneration Officer, Copeland Borough Council
167/16.1 Silecroft Beach Project – Pop-up Cafe
Mr Barker gave an update on the Silecroft Beach project. 2015 planning
permission was granted to landscape the car park and erect a building. Funding
has been sought for the project without success as it falls between business and
a community project.
To prove the business case it was planned to install a pop-up café near to toilets.
Funding has been provided by Copeland BC to rent a container, however
because of lack of an electricity supply it was determined to be too costly to hire
and run a generator for the duress of the project.
It was suggested that a mobile unit be invited to work the site, with assistance
from the project fund and for them to provide information as to footfall, spend
etc.
It was agreed that this was a better option and a mobile vendor to be
approached.
167/16.2 Silecroft Beach Project – Toilets
Mr Barker stated that he was also seconded to LDNP
LDNP are not to release the lease on the toilets in June.
LDNP have not put any money in the budget to fund the toilets until June and
were requesting that Whicham Parish Council undertook to fund the toilets
pending the formal handover back to Copeland Borough Council.

It was pointed out to Mr Barker that WPC have been trying since November
2016 to obtain access to the toilets to assess their current state. The Clerk has
been in contact with LDNP to ascertain costs relating to the running of the
toilets.
Mr Barker agreed to take this back to LDNP and seek answers.
County Cllr Hitchen stated that the current policy was that the owner brought
property up to present day standards before undertaking an asset transfer.
WPC have already expressed an interest in taking over the toilets provided it
was as an asset transfer.
168/16 Police Liaison Report
PCSO Booth had sent a report in his absence. There had been no significant
incidents. A new Sergeant was to take over the post in May.
169/16 PROGRESS REPORTS
169/16.1 War Memorial
Cllr Fell reported that 2 railings had been removed and it was expected that the
other 2 would be removed in readiness for them to be sandblasted w/c 17 April
2017 and then to be hot-dipped galvanised.
170/16 Public Participation Session
No members of the public was present.
171/16 COUNTY COUNCILLOR AND DISTRICT COUNCILLORS’ REPORT
Cty Cllr Hitchen reported that the speed limit recommendations had gone
through but the amendments requested by the Parish Council had not been
accepted. However, once in place monitoring would take place and changes
could be made at a later date. He reported that a new on-line reporting system
had been implemented for the reporting of faults etc to Highways
Cllr Sharp asked if it could be fed back to Highways the positivity on the recent
road works in the area.
Cty Cllr Hitchen was asked if there were any further developments with the
NUGEN project, he stated that there was no further information available.
Borough Councilor Scurrah stated that he had nothing to report. He offered to
supply the paint for the cold painting of the supports around the war memorial.
172/16: Applications for Development
172/16.1 To examine applications for development and submit
observations to the Planning Authority

Replace sub standard changing rooms with new facility, including disabled
access and WC. Extend Greenkeepers store building. Relocate flag pole
THE COUNCIL AGREED TO SUPPORT THIS APPLICATION. The improvements to
the facilities would have a positive impact on tourism to the area.

One tender had been received from Dream Landscapes, Millom for £420,
It was RESOLVED to award the contract to Dream Landscapes
174/16.6 Annual Governance Statement
A copy of the Annual Governance Statement had been previously distributed to
all Councillors for their information.
Each item on the Annual Governance Statement was read and agreed. The
Statement was signed by the Chair as a true statement of compliance.
175/16 PARISH MATTERS
1. Victoria Cross Memorial
Cllr Bradley has still to contact the vicar.
The Clerk to contact Tesco to see if they would contribute towards the
refreshments which will be in the Village Hall.

The Clerk to contact The Evening Mail to see if they will cover the event and
do a pre-event article.
2. Emergency Planning
Cllr Bradley had completed the form in draft form. It was agreed to accept
the plan. A copy to be displayed on the notice boards at Silecroft and
Kirksanton Village Halls and on the Parish Council website.
3. Beach Front and Toilets

4. To determine the date of the Annual Parish Meeting
It was agreed to hold the Annual Parish Meeting on 3 May 2017 at 7pm. The

177/16 CORRESPONDENCE All correspondence had been circulated to councilors. The
following had been received:
a) The Clerk reported that a letter had been received promoting the use of the

179/16 DATE OF NEXT MEETING –
T46 to confirm the next meeting will be the ANNUAL PARISH MEETING 3rd May
2017 commencing at 7.00pm in Silecroft Village Hall, followed by the ANNUAL
GENERAL MEETING of the Parish Council at 7.30pm. The normal meeting will
take place following the Annual General Meeting
