DRAFT MINUTES OF THE ANNUAL GENERAL COUNCIL MEETING

ON WEDNESDAY 3rd MAY 2017 IN
SILECROFT VILLAGE HALL COMMENCING AT 08.30PM

1/17: APOLOGIES:, Cllr P Rand Cllr M Sharp, Cllr M. Cumming

2/17: ELECTION OF CHAIRMAN/VICE CHAIRMAN
Cllr A Fell was nominated for Chairman by Cllr Lowery and seconded by Cllr Jopson. There being no other nominations it was unanimously agreed that Cllr A Fell be elected as Chairman.
Cllr Cumming was nominated for Deputy Chairman by Cllr Wilson and seconded by Cllr Bradley. There being no other nomination it was agreed to elect Cllr Cumming as Deputy Chairman.

3/17: ACCEPTANCE OF OFFICE:
Cllr A Fell and Cllr Cumming signed the relevant Declaration of Acceptance of Office.

4/17: APPOINTMENT OF MEMBERS TO SERVE ON OUTSIDE BODIES – The following members of Council were elected to serve on the following outside bodies:

  • Silecroft Education Committee – Cllrs Wilson and Bradley
  • Village Hall Committee – Cllrs Wilson, Bradley and Cumming
  • CGP Trust Fund – Cllrs Fell, Wilson and Bradley
  • Beach Advisory Group – Cllrs Rand
  • Beach Development Group – Cllrs Rand
  • Community Planning Committee and Parish Action Plan Steering Committee – Cllrs Cumming and Jopson

5/17: MINUTES of ANNUAL GENERAL MEETING
It was resolved that the minutes of the parish council Annual General Meeting held on 4th May 2016 be signed as a true and correct record.

6/17: ADJOURNMENT OF MEETING
There being no other issues the AGM was adjourned.
The normal Parish Council meeting now took place

7/17: Exclusions of Press and Public
There were no issues that required the exclusion of press and public

8/17 DECLARATION OF INTEREST
There were no declarations of interest

9/17: MINUTES of the Parish Council Meeting held on 5th April 2017
The minutes were accepted without changes and signed by the Chairman

10/17 Police Liaison Report
A report had been sent by PCSO Booth in his absence. The information regarding the changes to the responsibility for lost property to be put up on the website.

11/17 PROGRESS REPORTS

11/17.1 War Memorial
The railings have now been sent for sand blasting to William Lowery and then will be galvanized by Patrick Troll. Borough Cllr Scurrah has donated the paint for the painting of the support posts.

12/17 Public Participation Session
No issues were raised.

13/17 County Councilor and Borough Councilor Report
Cty Cllr Hitchen suggested that the Clerk contacted Clinton Boyce at Copeland BC regarding the handover of the toilets at Silecroft. He suggested that it be a community asset transfer.
Borough Cllr Scurrah had nothing to report.

14/17: Applications for Development

14/17.1 To examine applications for development and submit observations to the Planning Authority
7/2017/4033 Midtown Lodge, Whitbeck
Ground floor utility/study extension to rear elevation
The Council agreed to support the application.

11/17.2 To ratify the observations submitted by the Clerk under devolved powers since the last meeting.
None

11/17.3 To note the decisions of the statutory planning authority with regards to recent applications
7/2016/4085 Wholepippin, Whicham Valley, Hallthwaites
Conversion of buildings to one dwelling with minor new build works
APPROVED WITH CONDITIONS

15/17: FINANCIAL RECORDS

15/17.1 The following payments were approved:
V Falconer – internal audit £ 60.00
St Marys Church – grass cutting £ 70.00
CALC – Annual Subscription £160.14

15/17.2 To note the receipt of payments
Precept £15300.00

15/17.3 The new revised Financial Regulations were approved by the Council

15/17.4 The Schedule of Assets were agreed.

15/17.6 The accounts for the year ending 31 March 2016 have been submitted and approved by the internal auditor and that they are a true and correct record and that they are to be submitted to BDO Hayward (Audit Commission). The Chair signed the Accounting statements for 2016/17

16/17 PARISH MATTERS

16/17.1 Victoria Cross Memorial
Jill Hart the vicar has agreed to attend the memorial and undertake any activity required. Clerk to contact Evening Mail to advertise the memorial. It was suggested that the WI may be interested in providing refreshments on the day. The Clerk to contact.

16/17.2 Silecroft Beach and toilets
An email had been received from LDNP with proposals for the handover of the toilets to Whicham Parish Council until their lease expires. Clerk to contact the suggested cleaner to negotiate terms and ascertain when they could start, which will determine the handover date.

16/17.3 Location of seat at Whitbeck
Suggested locations were within the church, in the bus shelter or on the grass verge in the large layby across the road. Clerk to contact Highways for advice.

17/17 Reports from outside bodies
None

18/17. CORRESPONDENCE All correspondence had been circulated to councilors and there were no items for discussion.

  • Correspondence had been received from LDNP asking for information on potential development sites for housing, industry. The only sites identified were the old Lane End garage at the junction of A595 and A5093 and the beach front.

19/17 Councilor Matters
None

20/17 DATE OF NEXT 6EETING – to confirm the next meeting will be Wednesday 7th June 2017 at 7.30pm in Silecroft Village Hall

There being no further business the meeting closed at 21.25
