The minutes of the meeting held on 3rd February 2021 and 17th February 2021

Proposed by Cllr Rand, Seconded by Cllr Sharp. The Clerk stated that all
approved minutes would be signed by the Chair at the first meeting held face to
face.
148/20Police Liaison Report
The Clerk reported that a report had been circulated.
Cllr Rand reported that a number of visitors from afar had been visiting Silecroft
beach especially at the weekends. One visitor was known to be from
Manchester
Cllr Millar reported that a suspicious incident had been reported to the police.

151/20County Councilor and Borough Councilor Report
B/Cllr McGrath reminded the council of the Local Government Consultation and
that it was important to input into the discussion.
CALC have organized a meeting for the 18 March whereby all 4 options would
be presented and discussed.
Copeland has set its budget with a 1.95% increase. An industrial estate at
Cleator Moor had also been purchased.

Councillors had questioned the tender for the build of the proposed new café at
Silecroft and were disappointed that the contractor was not from within
Copeland.

The Clerk reported that there would be an overall spend on budget of
approximately £5000 which would transfer into reserves. It was resolved to
donate £500 to Kirksanton Village Hall towards the cost of the installation of a
disabled access path

154/20PARISH MATTERS
154/20.1 Silecroft Beach car park and toilets
A request had been received from Blue Knights International Law Enforcement
Motorcycle Club to hold their annual BBQ at Silecroft beach in June/July 2021,
subject to current Covid-19 restrictions. After discussion it was resolved to give
permission for a maximum of 30 persons to attend.
154/20.2 Silecroft Beach Café
Proposed New cafe
Documents had now been received. It was resolved to accept the License
Agreement with the end date of the project being 31 March 2022. An extra
-ordinary meeting to be called for 10 March 2021 at 7.30pm to discuss and
approve all other contracts and documentation

Cllr Cumming that a preferred contractor had been chosen awaiting
appointment
154/20.3 Community Plan
Approximately 60 responses have been received so far. Cllr Cumming to speak
to the people who did the analysis on the previous Community Plan to see if
they would be willing to be involved in this one. Once lockdown has been lifted
a public presentation of the findings will be held.
A meeting is to be held on 11 March 2021 at 2.30pm between CC Highways,
HMP Haverigg and Cllrs Rand and Fell representing the Parish Council to look at
the feasibility of installing a footpath from Silecroft to the beach similar to the
one installed along the shore front.
154/20.4 Electric Vehicle Charge Points
Cllr Cumming to submit a tentative application for EV charge points linked to the
new café with ChargemyStreet.
Cllr Millar to report back to council re carbon footprint and climate change.
154/20.5 Play areas Inspection report
Cllr Sharpe reported that the fencing at Kirksanton required replacing as a lot of
the posts were rotten. He is to pursue the cost of replacement for both
Kirksanton and Silecroft play area.
154/20.6 Church Car Park
This to be undertaken by the contractor in conjunction with another local job.

Cllr Cumming is awaiting a response as to the most suitable trees.
154/20,8 Annual Parish Meeting
To be held remotely on 5 May 2021 at 7pm. Initial feedback on the Community
Plan to be the topic for discussion.

154/20.10 Local Government Re-organisation
CALC are planning to hold a meeting on 18 March 2021 at 7pm whereby
representatives of all 4 options will speak. A decision on the response to be
made at the April meeting

155/20Reports from outside bodies
South Copeland Partnership
Cllr Cumming attended the meeting Concerns expressed re lack of
consultation with Parish Councils by the GDF group. A meeting has been
arranged with the CALC representatives on the GDF working party by SCP. Cllr
Cumming and Rand to represent Whicham.
Cumbria Hidden Coast – Jonathan Powell is looking for volunteers who are
interested in cycle pathways and cycling routes to get in touch and help build a
case for funding.
156/20CORRESPONDENCE All correspondence had been circulated to councilors. The
following had not been circulated.
An email had been received from Kirksanton Village Hall, seeking permission
to install a disabled friendly path down to the lower hall, crossing the village
green. It was agreed that the path must be of a type where grass can grow
through.
157/20Councilor Matters
Cllr Cumming stated that she had been approached by a resident of
Kirksanton who expressed an interest in being co-opted on to the council.
The Clerk to follow up.
