DRAFT MINUTES OF THE TELEPHONE CONFERENCE CALL MEETING OF THE PARISH COUNCIL

HELD ON WEDNESDAY 3 FEBRUARY 2021 COMMENCING AT 07.30PM

126/20Minutes of the meeting held on 8th January 2021
The minutes of the meeting held on 8th January 2021 were approved
Proposed by Cllr Rand, Seconded by Cllr Millar. The Clerk stated that all approved minutes would be signed by the Chair at the first meeting held face to face.

127/20Police Liaison Report
The Clerk reported that a report had been circulated.
Cllr Cumming that a Ford white van had been spotted in the area acting suspiciously and that the police had requested it to move on.

128/20PROGRESS REPORTS
Cllr Sharpe reported that the new benches were waiting to be placed in situ. The location of the bench at Kirksanton play area required some concreting to be undertaken before it could be located.

130/20County Councilor and Borough Councilor Report
B/Cllr McGrath reported that the CBC budget would not be announced until the end of March.
Cty Cllr Hitchen stated that he was trying to arrange a date with the Highways/PC and Prison to discuss the Silecroft footpath proposal for the end of February. A new Highways Engineer, Martin Taylor had been appointed. It was

agreed that the PC representatives at this meeting would be Cllrs Rand, Sharpe and Fell. The Clerk would extend the invitation to the prison once a date was confirmed.
Cllr Hitchen asked the PC to consider their views on locality working should a unitary authority be decided upon. To be placed on the March Agenda.
It was expected that there would be some response Mid February re a decision.
Cllr Hitchen was asked to pursue the 30mph signs for Silecroft and review the speed limit to the beach.
Cllr Hitchen was asked to pursue the request for a review of the speed limit and signage for the road from the King Billy towards Layrigg.

131/20Applications for Development

131/20.1 To examine applications for development and submit observations to the Planning Authority

131/20.2 To ratify the observations submitted by the Clerk under devolved

132/20 FINANCIAL RECORDS

132/20.1 To approve the following payments:
J Hillier Toilet Cleaning Jan £ 373.4
The Clerk reported that a renewal invoice had been received from Zurich insurance for the renewal at a cost of £1324.54. It was resolved that the Clerk contact other insurers for competitive like for like quotes

132/20.3 To receive and note the bank reconciliation statement 31 December 2021

133/20.4 To consider the Budget Comparison Report as at 31 January 2021
The Clerk reported that on current spending due to Covid-19 controls there would be an estimated £1800 overspend on cleaning costs for the toilets for this financial year. It was resolved that these monies be taken from reserves and the budget adjusted accordingly.

134/20PARISH MATTERS

134/20.1 Silecroft Beach car park and toilets
Cllr Rand reported that the car park pot holes required filling but this could only be undertaken once the weather improved. The Clerk to contact the prison to ascertain when restrictions may be lifted.
A leak had been reported on the water pipe from the toilets to the café. This had been repaired and the water pipe lagged. There was no serious damage and the leak was small.
The Cleaner wished to thank Cllr Rand for his continuing support during this lockdown.

134/20.2 Silecroft Beach Café
Proposed New cafe
No update had been received from the solicitors. CBC had confirmed that they would pay PC’s legal costs for this project.
Cllr Cumming that a preferred contractor had been chosen awaiting appointment

134/20.3 Community Plan
The Clerk reported that 12 responses had been received via the website. Cllr Cumming reported that she had distributed paper copies around Kirksanton. Cllr Millar had distributed some paper copies around Silecroft and promotion of the survey had been placed on “Social media sites. Cllr Rand to distribute paper copies from the beach towards Silecroft. Cllr Wilson would deliver up Whicham valley. Cllr Lowery to be asked to deliver some at Whitbeck. Cllr Jopson to deliver to Southfield.

134/20.4 Electric Vehicle Charge Points
Cllr Millar reported that she had attended a carbon footprint course and was applying to be a volunteer for Cumbria sustainability. An app is being developed where parishes can compare themselves with others and also identify any major carbon footprint.
Cllr Cumming still exploring the locations and cost of EV points.

134/20.5 Play areas Inspection report
Cllr Sharpe to look at the fencing at Kirksanton and assess what was required.

134/20.6 Church Car Park
Awaiting better weather before repairs can be undertaken

134/20.7 Tree Planting
Cllr Cumming to report back at the March meeting

134/20,8 Clerks Annual Appraisal
This had now taken place and the Clerk informed of their findings

135/20Reports from outside bodies

136/20CORRESPONDENCE All correspondence had been circulated to councilors. The following had not been circulated.

137/20Councilor Matters
• Cllr Cumming stated that Kirksanton Village Hall were re-assessing the cost of putting a disabled access footpath down to the lower hall and would be seeking funding. This would have to passthrough the play area.

138/20DATE OF NEXT MEETING – The date of the next meeting will be 3 March 2021 via telephone conference call
