The minutes of the meeting held on 3rd March 2021 and 10th March 2021 were approved
Proposed by Cllr Cumming, Seconded by Cllr Millar. The Clerk stated that all approved minutes would be signed by the Chair at the first meeting held face to face.

175/20.2 To note the receipt of payment
Donation boxes – Beach £ 71.20
Church £100.46
A total of £1384.26 had been collected from the beach donation boxes. The proceeds of which to offset the cost of maintaining the car park
A total of £1661.51 had been collected from the church car park donation box.
It was resolved that 50% of the church car park donation box proceeds would be donated to St Mary’s Whicham towards the cost of maintaining the church grounds and supporting the community.

175/20.3 To receive and note the bank reconciliation statement 28 February 2021

175/20.4 To consider the Budget Comparison Report as at 31 March 2021
The had been previously circulated to councillors, along with the budget for the new financial year. It was resolved that at the June meeting the allocation of reserves to the following projects would be undertaken:
Replacement of fencing at Kirksanton and Silecroft play areas, replacement of fencing on Silecroft shore front, proposed footpath and community plan projects

175/20.5 To approve the Annual Risk Assessment

175/20.6 To Asset Register
The Asset Register was approved. It was noted that the bench on Silecroft play area had been repaired and that the replacement bench purchased required relocating

175/20.7 To Approve the Annual Governance Statement
The Council resolved that it was satisfied that it was compliant with all matters pertaining to governance and should therefore be signed off accordingly

176/20PARISH MATTERS

176/20.1 Silecroft Beach car park and toilets
Cllr Rand that the café operating as a takeaway was creating a large amount of litter which was blowing around the car park and surrounding properties. It was noted that there were no bins for the disposal of waste located within the café environs.
The council resolved that the café should take responsibility for the waste it is producing by purchasing 2 dustbins and encouraging customers to dispose of their waste in them.
Cllr Sharp joined the meeting at 2011
Cllr Rand was concerned that as the summer approaches that the car park would fill up quickly and there would be the problem of parking on the roads as in 2020.
Clerk to contact police for advice re managing parking on the road and causing a nuisance.
Council to consider implications of extending car park back towards SSSI site.
The Clerk to contact the prison to see if they can tamper down the footpath
A complaint had been received about a suspected wasp nest close to the lady’s toilets. This has been investigated and there is no evidence, but will be monitored.

176/20.2 Silecroft Beach Café
Proposed New cafe
Concerns were expressed that the project may have to be retendered. The Clerk to contact Eric Barker for clarification on the tender and also the cost of drainage. It is hoped that work would commence September 2021

176/20.3 Community Plan
Questionnaires were currently being collated and analyzed

176/20.4 Electric Vehicle Charge Points

Minutes 7/4/2021
Cllr Cumming reported that a response had been received from Charge My Street. They would be unable to put EV charge points at the beach as there is no phase 3 electricity nearby. Looking for potential charge points within the village

176/20.5 Play areas Inspection report
Awaiting costing for replacing of fencing at Silecroft and Kirksanton. There has been positive feedback re the replacement bench at Kirksanton

176/20.6 Church Car Park
This to be undertaken by the contractor in conjunction with another local job. Date to be confirmed. A temporary filling of stone will continue.

176/20.7 Tree Planting
Cllr Cumming is awaiting a response as to the most suitable trees.
Cllr Wilson left the meeting at 2130hrs

176/20,8 Return to Face to Face meetings
Clerk to contact Silecroft Village Hall to ascertain if it will be available for the June meeting.

176/20.9 Local Government Re-organization
After discussion the council resolved to support the Cumbria proposal for a Unitary Authority

176/20.11 To approve the amended Standing Orders and Financial Standing Orders
Approved. Proposed Cllr Cumming, Seconded Cllr Rand

177/20Reports from outside bodies
Cllr Millar reported that she had nearly completed the Zero Carbon course and would report back at a future meeting
Cllrs Cumming and Rand had attended a meeting re the proposed GDF site. They are concerned about the poor public engagement by RWM on this project, which potentially could have an impact on the residents of Whicham Parish.

178/20CORRESPONDENCE All correspondence had been circulated to councilors. The following had not been circulated.
• The Clerk reported that 2 anonymous letters had been received from people who did not want the café project to go ahead.
