Cllr Pratt asked for ideas and priorities to be put forward for the new regional meetings. Transport is a common one. In September representatives from parishes will be invited to attend the meetings

The Clerk reported that income from the boxes was low especially from the beach car park which had been full over the bank holiday weekends. Car park fees to be monitored. Investigate the use of an app. Larger PAY Here sign to be erected near box at top of car park.

32/23 Village Matters

32/23.1 Silecroft beach car park, and toilets
Ice cream van visiting. Riva gelato unable to attend due to staff shortages
Stone to be ordered
Problems of overnight campers and motorhomes parking up overnight. Large sign to be purchased reminding no camping or overnight parking allowed and placed on grass banking in front of car park

32/23.2 Silecroft beach proposed new café
Clerk reported that having contacted 3 funding organizations that funding would not be available to fit out the kitchen to the Parish Council as it is a commercial venture. Another request had been received from Eric Barker for the council to order and pay for the installation of telephone and WIFI to the build.
After discussion and concerns raised by the council re the continuing demand for the PC to pay additional costs for the build and the potential future costs, the following resolution was put forward by Cllr Lowery
That the original document has been breached and Whicham Parish Council is not being delivered a fully functional café as the agreement. The Parish does not have the funds to carry out the additional works that have been assigned to the Parish Council by Cumberland Council.
The council do not wish to take on the asset of the building but are prepared to lease the footprint of the building to Cumberland Council
Seconded by Cllr Jopson. The resolution was passed on a unanimous vote.
The council have therefore withdrawn from the project. A letter to be drafted and circulated around councillors prior to sending to Cumberland Council

32/23.3 Play inspection report
Clerk to obtain costs of replacing broken gate to Silecroft play area.

32/23.4 GDF
Cllr Cumming gave a report. Survey results to be presented over next 12 months, after which bore holes to be undertaken to confirm survey results. Desktop exercise re transport and communities

32/23.5 Defib – Silecroft
Installed

32/23.6 Gabion baskets
A quotation of £32k had been received to install gabion baskets. To apply to Cumberland Council

32/23.7 Zero Carbon actions
Cllr Millar attended the Neighborhood Planning course. To develop an action plan

32/23.8 Phone box – Silecroft – repairs
Clerk to chase for cost of parts.

32/23.9 Council Vacancies
An advert to be placed in the Parish Magazine

33/23 To receive reports from representatives on outside bodies

35/23. Councillor Matters
An opportunity for Councillors to raise minor matters, not on this agenda, on behalf of residents
(Note. No discussion or decisions can be made on these matters but the Clerk may make investigations and/or they may be placed on a future agenda of the Council

• Cllr Millar attended a coffee morning and the following requests were made to her from attendees
o Request for salt bins to be placed at the top and bottom of Silecroft Village
o Camping on the beach
o Silecroft VH – planning consent now run out for the proposed extension and require assistance from the Parish Council
o Report of scrambler bikers going through Kirksanton Village towards the beach on a weekend. Clerk to report to police
o
o Cllr Millar requested that an electric box key be purchased so that she can read the meter
o Cllr Tyson reported that gates have been placed on land owned by the Parish Council. Clerk to send a letter.

36/23. DATE OF NEXT MEETING:
The next meeting of the Parish Council will be on Wednesday 5 July 2023 at Silecroft Village Hall commencing at 7.30pm
