61/16 Police Liaison Report
PCSO Booth reported that domestic and ASB reporting was low for August. On the whole August was low for incidents. A drink had been spiked in Millom but the incident had not been formally reported to the police and this was under investigation. The police were going to warn drinkers etc and remind them to be vigilant. PCSO Booth was thanked for his report and left the meeting.

It was hoped to have these installed over the weekend.

64/16 COUNTY COUNCILLOR AND DISTRICT COUNCILLORS’ REPORT
Silecroft speed limit
County Cllr Hitchen that he had nothing to report on this but it was being considered.
Scrap Metal Dump
Cllr Hitchen had spoken t the planning officer on 31 August, who had been down to see the owner. Enforcement was a possibility but the planning officer was giving the owner time to remove the metal first.

Sub station
Cllr Hitchen reported that Steve Smith had been in pre-planning sessions and discussions with ENW with regards to the proposed Haverigg Wind Farm and substation. It was agreed that Steve Smith would be asked to a future meeting of the Parish Council to give an update, but Cllr Hitchen advised to allow more time for discussions to take place between Copeland BC and ENW.
It was thought that National Grid would begin briefing sessions with Copeland around mid October as to its proposals.
The Parish Council wished to register concerns regarding the lack of information flowing from Copeland re these issues. Cllr Hitchen to take this back.
Cllr Rand raised the issue of the poor state of the road through Silecroft village and the lack of road lines. Cllr Hitchen explained that road markings were undertaken by an external contractor. Cllr Hitchen to raise these concerns with Highways.
Cllr Fell raised the issue of the continuous flooding at Knot Road end. The drains are a problem and the last time work was carried out on this piece of road, the road level was dropped further rather than raised. Cllr Hitchen to raise the issue with Highways.

Borough Councilor Scurrah stated that the scrap was being moved into Millom and residents were complaining.
He reported that there is to be a talk at 7.30pm on 30 September at the Pensioners Hut, Millom by Maurice Steel called “It Shouldn’t have happened” which talks about the past and future of the Lake District.

65/16: Applications for Development
65/16.1 To examine applications for development and submit observations to the Planning Authority
7/2016/4052 Conversion of redundant slaughterhouse into dwelling with two, two storey extensions to incorporate garage and living accommodation
Existing redundant building, rear of 9 & 11 Main St, Silecroft
The Council approved the application in principle but wished to ensure that the proposed extensions were in keeping with the rest of the building.
7/2016/4057 An Agricultural workers dwelling located on the holding for family members that both work on the farm
Parsonage Farm, Silecroft
The Council were concerned with elements of the application and required further clarification.
7/2016/4054 Erect General Purpose building extension

66/16.1 The following payments were approved:

66/16.3 Bank reconciliation – The bank accounts to 5 August had been reconciled by the Clerk and checked and signed off as correct by Cllr Bradley
66/16.4 Budget Comparison report – it was RESOLVED to increase the budget for Play Area Maintenance to £47000 to allow for the purchase of additional turf for Kirksanton play area and the erection of a fence around the play area at Kirksanton.
Proposed by Cllr Fell, Seconded by Cllr Bradley.
It was agreed to look at the cost of refurbishing the tennis courts at Silecroft
67/16 PARISH MATTERS
1. To receive Feedback from the Joint Parish Meeting
Cllr Rand reported that he had attended 2 meetings of the joint meeting.
The Council agreed to accept the Terms of Reference for the Group.
Cllr Rand reported that National Grid was expected to produce their final plan by the end of October with a possible consultation period of 8 weeks running from 28 October to 23 December, although these dates could change.
Consultation would be on the final designs which would not include the offshore option.
It was expected that NG would have pre-consultation visits with Parish Councils.

It was RESOLVED to call a public meeting to brief Parishioners once the consultation document was published and the Parish Council had received a briefing.
Dan Hunt, LDNP had attended the last meeting and stated the LDNP stance which was to promote undergrounding rather than pylons within the Park and also the 14 kms that were within the setting of the Park.
It was pointed out that the final decision for the scheme was with the Planning Inspectorate and that Cumbria CC, Copeland BC and LDNP were only consultees.
The next meeting of the group was on 5 October 6pm at Thwaites Village Hall, The Green.
Cllr Rand was happy to be the representative but would be unable to attend future meetings. It was suggested that Cllr Cumming be approached to represent the Council
2. Discuss the proposed new wind farm at Haverigg and the proposed new sub-station
The Clerk to formally request to Copeland BC that Whicham be consulted on the proposals.
3. Co-option of Councillors
It was agreed to advertise the vacancy.
4. Fell Pony Beach Ride 24 September 2016
It was agreed that there were no objections to this event being held on the beach
5. Play Areas Inspection Reports
These had been previously distributed to Councillors. The Council agreed to accept the report. The Clerk to order 25sqm of turf for Kirksanton.

70/16 COUNCILLOR MATTERS
The Clerk reported that information was not being displayed on the Whicham.org website and the Council was in breach of its legal duties for failing to display Financial information and minutes/Agendas of meetings.
It was agreed to set up a separate website for the Parish Council. The Clerk to investigate.
