MINUTES OF COUNCIL MEETING HELD

ON WEDNESDAY 4th FEBRUARY 2015 IN
SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

PRESENT: Cllr A Fell (in the chair) Cllr V Bradley, Cllr L Gilligan, Cllr D Griffiths, Cllr M
Cumming, Cllr M Sharp,M Cllr S Capstick and Cllr P Rand,

60/14: APOLOGIES: Cllr S Wilson

61/14 Mr John Mills, Partnership for Renewables Development Co Ltd, updated the
meeting on the proposed wind generators for Haverigg Prison. The new
planning application would be submitted in April with the height of the turbines
reduced, it would also include the installation of a new substation. He stated
that where possible, work on the project would be undertaken by local
businesses. He also stated that there would also be a community fund
managed by Grantscape of approximately £75k per annum to fund local
projects during the life span of the turbines, and the council would be
approached for consultation on suitable projects.

62/14 MINUTES the minutes of the parish council meetings held on the 3rd December
2014 (Previously Circulated) were approved.

63/14 DECLARATION OF INTEREST – There were no declarations of interest..

64/14 PLANNING ISSUES – the following planning applications had been received and
were considered. No objections were raised and no comments made in relation to the
applications.

7/2015/4003 Change of use of agricultural buildings to commercial equine
including external alterations to building, creation of exercise area and creation
of car parking area at Baystone Bank, Wicham

Council notes the results of the following planning applications all of which had
been approved.

7/2014/4089 Erection silage store extension, Gutterby Farm, Whitbeck, Millom.

7/2014/4100 Extension to existing poultry building, New Buildings Farm,
Whitbeck, Millom.

7/2014/4081 Demolition of existing toilet block, construction of new café and
facilities building and refurbishment of existing car park with internal access
roads, Silecroft Beach, Wicham

65/14 ACCOUNTS – The following accounts were approved for payment.

The precept was agreed at £6750 for 2015/2016 financial year.

It was noted that £13k had been allocated for the play area refurbishment at
Silecroft and the clerk was asked to produce separate accounts for this once
work commenced.

Approval was given for the payment of the following invoices:

Zurich Insurance Policy £830.48
Copeland Borough Council – landscape service delivery £587.66

Approval was also given for the service to be continued in 2015

Neil Iveson – Grass cutting 2014 £485.00

Approval was given for the service to be continued in 2015

A D Milburn – Hedge cutting 2014 £ 48.00

Approval was given for the service to be continued in 2015

Noted the receipt from Electricity Northwest of rental income £ 23.40

66/14 PARISH MATTERS – Council discussed the following parish matters.

Police Liaison Report – no written report had been received.

Play Areas at Silecroft and Kirksanton. It was reported that pieces of equipment
had been partially removed or made safe. Where items could not be removed
“DO NOT USE” signage had been placed on them. It was proposed to
commence work in April, weather permitting, t further make the play areas safe
and it was noted that the hard playing surface required some maintenance

Silecroft Beach Car Park Disabled markings and Handrail; 1 estimate had been
received and still awaiting the second estimate. It was agreed to purchase
Disabled Car Park signage that could be adhered to the existing signage.

It was agreed that the Council would take responsibility for the siting and
maintenance of the paving stone for Tom Fletcher Mayson VC. Information was
required as to the size of the stone to aid with the decision of possible sites.

The Copeland Local Plan Consultation document was presented to the meeting.
Councillors will bring back comments to the next meeting.

Proposed Duddon Crossing, the councilors were to bring back comments at the
next meeting when a response would then be forwarded to Lady Mary Jardine

To receive updates from any representatives on outside bodies committees:
None received

67/14 CORRESPONDENCE – Correspondence had been received from the Fell Pony
Club requesting permission to use the Silecroft Beach and parking area for an
arranged ride. This was agreed in principle subject to further information on
number of vehicles etc.

68/14 DATE OF NEXT MEETING – The date of the next meeting will be the 4th March
2015 at Silecroft
