MINUTES OF THE COUNCIL MEETING HELD ON WEDNESDAY 3 JUNE 2015 IN SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

13/15: APOLOGIES: Cllr P Rand Cllr M. Cumming

14/15: MINUTES
It was resolved that the minutes of the parish council meeting held on 13th May 2015 be signed as a true and correct record.

15/15: DECLARATION OF INTEREST
There were no declarations of interest

16/15: PLANNING ISSUES – the following planning applications were considered:
There were no planning applications to be considered.
Notification had been received that the following planning application had been approved
7/2015/4027 New porch to front of house at Ralliss House, Wicham
7/2015/4016 Interpretation and marine litter signage Silecroft Beach
Notifcation had been received that the following planning application had been refused:
7/2015/4006 Siting of storage container in field adjacent to 1 Fox and Goose Cottage, Wicham. It had been noted that a storage container had been placed adjacent to the buildings. The clerk to contact Lake District National Park to ascertain if permission had been granted.

17/15: ACCOUNTS
Council approved the following payments of
Payment of Clerk’s expenses April – June 2015 £473.62
Payment to HMRC £ 93.20
Payment for maintenance of website £112.67

18/15 PARISH MATTERS
The following matters were discussed:

  • To receive updates from any representatives on outside bodies committees:
    There were no reports received
  • Police Liaison Report
    No report had been received

Play Areas
Cllr Bradley is in the process of organising a sub committee with local interested parties. Awaiting a quote from Wicksteads. Once two quotes had been received an application will be forwarded to Sport England for match funding.
The current risk assessment was inadequate for the play areas. The Clerk to undertake a new one and produce a checklist and schedule of inspection for the play areas.

  • Silecroft handrail
    Paul Norman has been contacted and he will provide a second quote for the replacement of the handrail.
  • Joint Parish Councils meeting – feedback
    The Clerk gave feedback to the Council regarding the matters raised and actions outcome. It was decided to continue with these meetings.
  • Footway lighting
    The Clerk reported that the Parish Council and Copeland Borough Council had no legal duty to provide footway lighting. Cumbria Highways Authority do have a legal duty. Copeland to come and assess whether current lighting is the responsibility of Cumbria Highways
  • Bridge at Po House
    The bridge had still not been repaired. It was reported in October 2014 minutes that bridge repairs were scheduled between June and September 2015

It was noted that a bonfire had been lit to celebrate VE Day celebrations.

19/15. CORRESPONDENCE All correspondence had been circulated to councilors and there were no items for discussion.

20/15 DATE OF NEXT MEETING – to confirm the next meeting will be Wednesday 1st July 2015 at 7.30pm in Silecroft Village Hall
