MINUTES OF THE COUNCIL MEETING HELD
ON WEDNESDAY 7th OCTOBER 2015 IN
SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

39/15: APOLOGIES: There were no apologies for absence

Prior to the commencement of the meeting there was a short presentation from
a team from the National Grid on the proposed route corridor of the pylons.
Questions were asked by Councillors on a number of topics.

40/15: MINUTES
It was resolved that the minutes of the parish council meeting held on 2nd
September 2015 be signed as a true and correct record.
Cllr Wilson had to leave the meeting for personal reasons.

41/15 Co-option of Councillors.
Cllr S Capstick had resigned from her post. A letter of thanks to be sent.
It was resolved to co-opt Mrs R Jopson onto the Council.

42/15: DECLARATION OF INTEREST
There were no declarations of interest

43/15: PLANNING ISSUES – the following planning applications were considered:
A letter of objection to be sent with regard to this planning application:
7/2015/4079 Land adjacent to Silecroft Country Park, Silecroft
Change of use of land for the secure storage of boats including
the erection of a storage building and siting of 2no. Associated
caravans.
It was also agreed that a letter of concern would be sent to the Lake District
National Park regarding the breaches of planning that are taking place on the
site.
There were no objections to the below planning applications:
7/2015/4088 Whicham Old Rectory, Silecroft
Garage extension
7/2015/4095 Rallis Cottage, Wicham
Certificate of Lawful Use as a dwelling house

44/15: ACCOUNTS
Council approved the following payments of
CALC – Local Council Review subscription £ 17.00
Playsafe Limited (Statutory play area inspection) £156.00
Purchase of external hard drive £ 47.00
A 6 monthly review of the accounts was undertaken and it was resolved to place
£13,500 money allocated for replacement of playground equipment into the
reserve account.

45/15 PARISH MATTERS
The following matters were discussed:

 Police Liaison Report
A report had been received from PCSO Booth which had shown a slight
increase in welfare concerns.

Play Areas
An inspection of the Silecroft site had shown that the remaining swing
structure was in a poor state and may need to be removed.
A new gate spring had been ordered for Kirkstanton.
The wooden bench on the green at Kirkstanton was rotten and required
repair.
The paddock fencing to the main road at Kirkstant required some repair
in places and Cllr Fell to look into cost of extending the fencing.
HMP Haverigg were unable to assist in the re-painting of equipment at
Kirkstanton.
Cllr Bradley had received information re fund matching for replacement
of equipment.
It was noted that the proposed Village Hall extension may increase
parking issues around the playground and this to be monitored.

 Silecroft handrail
It was agreed to contact TOSH to undertake the work.

 .National Grid Powerlines
An Environmental Impact Assessment had been distributed by National
Grid to the Parish Council. The council had a requirement to respond to
a request from the Planning Inspectorate regarding the scoping opinion.
The Councils submission to be made by 19 October 2015.

 Clerk’s Courses
The Clerk was granted permission to attend a Clerk Induction Course at
Cockermouth on 3 November 2015

 Telephone box – Silecroft
A request has been made to change the Phone Box located at the
entrance to the Caravan Park Silecroft into a Defib Station. Clarification
required regarding costs etc.

 Footway lighting
Notification had been received from Copeland Borough Council
regarding that funding was available to replace the light no.101001at
Manor House, Kirkstanton. The Parish Council would be responsible for
the maintenance costs of £120 per annum. The Council will proceed with
this offer.

46/15. CORRESPONDENCE
No correspondence had been received.

47/15 DATE OF NEXT MEETING – to confirm the next meeting will be Wednesday 4th
November 2015 at 7.30pm in Silecroft Village Hall
