MINUTES OF COUNCIL MEETING HELD
ON WEDNESDAY 4th MARCH 2015 IN
SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

PRESENT: Cllr A Fell (in the chair) Cllr V Bradley, Cllr L Gilligan, Cllr D Griffiths, Cllr M
Cumming, Cllr M Sharp,M Cllr S Capstick and, Cllr S Wilson

PCSO P Booth attended the meeting and left after submitting his report

Prior to the meeting commencing a gift was given to Mr Sid Brighton as thanks for his
work as Clerk to the Parish Council

68/14: APOLOGIES: Cllr P Rand

69/14 MINUTES the minutes of the parish council meetings held on the 4 th February
2015 (Previously Circulated) were approved.

70/14 DECLARATION OF INTEREST – Clr S Capstick declared an interest in the planning
application for Po House

71/14 PLANNING ISSUES – the following planning applications had been received and
were considered. No objections were raised.

4/15/2026 Renewal of Temporary siting of caravan for occupation on land at
Po House Bridge, Wicham

7/2015/4006 Siting of a storage container in field adjacent to 1 Fox and Goose
Cottage, Whicham

There were no objections to this application other than a requirement that the
container be painted in a colour in keeping with the landscape.

72/14 ACCOUNTS – The following accounts were approved for payment.

Payment of Clerk’s salary and expenses £416.94p
Payment to Inland Revenue £ 82.80p
Payment of 50% of Clerk’s subscription to SLCC £ 38.50p

73/14 PARISH MATTERS – Council discussed the following parish matters.

MWPC Minutes of meetings held between April 2013 and March 2014

Police Liaison Report – PCSO Booth submitted his report and explained what the
police presence was in the Millom area. He was asked for and explained what
the procedure was in the event of an escapee from Haverigg.Prison.

He was asked to look into the parking issues around the King William Public
House and was to report back to the next meeting.

The issue of the Silecroft junction was raised ie poorly lit, poor visibility, signage
etc and this is to be brought to the attention of Cumbria CC Highways Dept.

Play Areas at Silecroft and Kirksanton.
This was deferred to the next meeting in the absence of Clr Rand

Silecroft Beach Car Park Disabled markings and Handrail; 1 estimate had been
received for £632. Other estimates were being sought

Tom Fletcher Mayson VC
It was agreed that the war memorial was to be the location of the paving stone.

The Copeland Local Plan Consultation comments were still being sought.

Proposed Duddon Crossing, There was a mixed response to this proposal.
The committee were of the opinion that improvements to the transport
infrastructure was a priority for the area. A letter to be sent to Lady Mary
Jardine.

It is a requirement from 2017 for all Council Agendas and Minutes to be
displayed on Community websites. Clerk to contact Phil Rigby.

To receive updates from any representatives on outside bodies committees:
None received

74/14 CORRESPONDENCE

A letter had been received from Kirkby Ireleth Parish Council requesting a
meeting with Parish Councils bordering the Duddon Eustuary to address a
number of issues, including improvements to the A595, National Grid, proposed
Duddon Crossing. The Council agreed to attend this meeting.

Notification had been received that the annual Black Combe Fell Race was to
take place on 14 March 2015

75/14 DATE OF NEXT MEETING – The date of the next meeting will be the 1st April
2015 at Silecroft

The AGM date was set for 6 May 2015 commencing at 7.30pm at Silecroft
