MINUTES OF THE ORDINARY MEETING OF THE PARISH COUNCIL HELD ON WEDNESDAY 2 OCTOBER 2024 AT SILECROFT VILLAGE HALL COMMENCING AT 7.30 PM

The Chair was authorized to sign the minutes as a true record of the meeting.
79/24 Police Liaison Report
Circulated. Reported that 2 males on scrambler bikes seen on Silecroft beach
coming and going towards Haverigg, creating a nuisance in the early evenings.
80/24 Clerks report
The Clerk reported that the Paediatric pads had been received and were now in all
three defibs. Contacted the donor of the Silecroft defib and accepted their offer.
The signed agreement re the EV charge point has been returned now awaiting a
proposal.
A response had been received from the Village Hall re the annual report.

84/24.4 To consider the Budget Comparison Report as at 30 September 2024 and
determine action need to address deviations from the budget.

84/24.5 To discuss the draft budget for 2025/26
The Clerk presented the draft budget for consideration. Some costings cannot be
confirmed until after the meeting with Cumberland Council re the car parks. Clerk to
present final budget to November meeting.

85/24 Village Matters
85/24.1 Silecroft beach car park
The Clerk reported that had commenced on fence near car park. Plans had been
submitted to the agents re car park.
85/24.2 Toilets
A meeting had been arranged with representatives of Cumberland Council on 9
October re the toilets. Among other matters to be discussed, temp leading to
pavement, septic tank, cleaning of changing places, CCTV and responsibility for sewage
charge.
85/24.3 Playground
ROSPA reported no hazards but preferred emergency use only. New chopper for toilet roll
purchased.    Repairing Tower roof was agreed by the ROA Agency for a log basket for taps to
tested by beginning of November.
85/24.4 Play Inspection Report
001 springs to be removed. Play inspection report accepted, plan of action to be
presented at November meeting. Clerk has applied to GDF fund for new safety flooring for new
play equipment to await that decision before ordering new equipment.
85/24.6 Environmental Issues
Cllr Millar had contacted Cumbria Council re location of proposed New Natangery
road ponds.
85/24.6 GDF
A letter had been received from the Chair of the Partnership asking for support for a
proposed Honorarium for the Chair. After discussion the Council voted not to support
the proposal. Cllr Cumming to take the result of the vote back to the next Partnership
meeting.
85/24.7 To approve the Financial Regulations

85/24.8 Polling Stations
Agreed to remain with Silecroft Village Hall
85/24.9 Cumberland Planning Consultation

85/24.10 To fix a date for the Clerk’s Appraisal

To discuss any correspondence received for open discussion.
All other correspondence to be circulated in the normal manner for Councillors’ perusal
• Email from Proludic re the solar light column replacement, Option 1 agreed

  • Email from a member of public re speeding and lack of road markings at
    Silecroft, message passed onto the police and Cllr Pratt of road concern
  • Request to place a plaque on a bench on Silecroft beach. Agreed, to recover the sum of
    £300.

88/24 Councillors Matters
None raised by Councillors to raise minor matters, not on this agenda, on behalf of
residents.
To consider any matters raised by residents including any matters raised at Public
Participation
Cllr Fell praised the community clean and thanked all who had taken part.

89/24 DATE OF NEXT MEETING:
The next meeting of the Parish Council will be on 4 November 2024 at Kirksanton Village
Hall commencing at 7.30p
90/24 Closed Session
Agreed to pay overtime claimed by the Clerk. Clerk’s hours to be reviewed at appraisal.
