HELD ON WEDNESDAY 8 JANUARY 2020 IN

The minutes of the meeting held on 6th November 2019 were approved and
signed by the Chair.

103/19PROGRESS REPORTS

103/19.1 Defibrillator
Kirksanton VH Committee required the electrics to be undertaken by their
electrician. This was agreed. The Clerk was instructed to order the defibrillator.

104/19Public Participation Session

105/19County Councilor and Borough Councilor Report
Borough Cllr McGrath reported that Millom and Cleator Moor have been
successful in the governments Stronger Towns Fund and an application is being
prepared.
Footway Lights – This has been placed on the CALC 3 tier meeting Agenda for
discussion on 9 January 2020. This proposed transfer from CBC to parish
councils had not been approved by the full council. Concerns were expressed
for the inability to manage costs.
He reported that the Council were being released from the PFI contract on the
Copeland Centre which will allow for cost savings and better use of the building

106/19.1 To examine applications for development and submit observations to
the Planning Authority
7/2019/4119 Walkhole Bank, Summerhill, Silecroft
Installation of a flight of timber and steel steps and timber backfilled steps to
create a path for use as part of the England Coast Path National Trail.
The Council resolved to support this application

7/2020/4002 Stone Cross Lodge, Main Street, Silecroft
Application to modify S106 Agreement on planning approval reference
7/1990/4112 relating to local occupancy clause.
The Council had no position on this application.

106/19.2 To ratify the observations submitted by the Clerk under devolved

It was RESOLVED that a letter be sent to NatWest requesting that bank
statements be sent monthly. Proposed by Cllr Millar Seconded by Cllr Cumming

107/19.4 To consider the Budget Comparison Report as at 31 December 2019
and determine action need to address deviations from the budget.

107/19.5 The Clerk confirmed that the Precept request had been submitted to
Copeland Borough Council and receipt had been acknowledged.

108/19PARISH MATTERS

108/19.1 Architects Shortlist for new Cafe
A number of issues relating to sustainable heating, insulation and maintenance
of the proposed designs were discussed. It was also emphasized that local
builders would be preferred to undertake the build. Cllrs Cumming and Sharpe
were to represent the Parish Council and attend the architect interviews.

108/19.2 Silecroft Beach Front toilets
The Contractor to commence work on 9 January 2020 and work is expected to
last approximately 6 weeks. Decisions were made on floor and wall tiles.
It was resolved to offer the cleaner a goodwill retainer of £90 during the
refurbishment.

108/19.3 Trees on Parish Land
Awaiting a start date

108/19.4 Review of Community Plan
Cllr Cumming reported that a meeting was to be held on 10 January 2020 and
the questionnaire was planned to be distributed at the end of February 2020.

108/19.5 Church car park
Cllr Fell is still investigating. Cllr Cumming reported that there will be a cheque
from the PCC and the keys to the collection box to be handed over to the Clerk.

108/19.6 Play areas Inspection report
Cllr Sharpe to measure up Silecroft play area so that a quotation can be
obtained to replace the fencing. Another contractor to be contacted re
replacing the fencing posts at Kirksanton.

108/19.7 HMP Haverigg
Cllr Cumming to attend a meeting along with representatives from Millom
without and Bootle Parish Councils with the Governor to discuss the change in
the prison population and how it will impact/benefit the community.

108/19.8 VE Day Celebrations 8th May 2020
Deferred to the February meeting

109/19Reports from outside bodies
None. Councillors were reminded of the 3 tier meeting on 9th January 2020 at
6.30pm in Market Hall, Whitehaven

109/19CORRESPONDENCE All correspondence had been circulated to councilors. The
following had not been circulated.
• Correspondence had been received from Copeland reminding about the
consultation ends on 20 January 2020

110/19Councilor Matters
• Cllr Millar enquired if there would be some new Councilor courses in the
Spring.

• The Clerk reported that she would be unavailable to attend the planned 4
March meeting. It was agreed to move the meeting to 11 March 2020
• Cllr Millar gave her apologies for the February meeting.
• Cllr Cumming reported that Kirksanton Village Hall were obtaining quotes
and funding for the installation of the disabled access pathway. This to be
placed on the February agenda.
• The Clerk reported that she was having a purge of the documents held to
ensure compliance with GDPR

111/19DATE OF NEXT MEETING – The date of the next meeting will be 5th February 2020
at Silecroft Village Hall
