DRAFT MINUTES OF THE TELEPHONE CONFERENCE CALL MEETING OF THE PARISH COUNCIL

HELD ON WEDNESDAY 7 OCTOBER 2020 COMMENCING AT 07.30PM

64/20 Minutes of the meeting held on 2nd September 2020
The minutes of the meeting held on 2nd September 2020 were approved
Proposed by Cllr Rand, Seconded by Cllr Millar. The Clerk stated that all approved minutes would be signed by the Chair at the first meeting held face to face.

65/20 Presentation on Copeland Local Plan
Chris Hoban gave a presentation on the proposed plan which will affect Kirksanton, which has been placed in the “other rural villages” category. This would allow small scale development of up to 10 homes within the village. The consultation ends on 15 November and everyone is encouraged to make their views known.
It was noted that the scoring was inaccurate and confirmed that there are no bus links or access to the railway.
It was agreed that details would be placed on Facebook and the website, as well as notice boards.
Mr Hoban was thanked for his presentation and left the meeting.

Due to technical reasons, the Clerk had been unable to produce one.

71/20.4 To consider the Budget Comparison Report as at 30 September 2020

71/20.5 Draft proposed budget for 2021/22
The Clerk had previously circulated a draft budget for discussion. Amendments were made and the final budget will be presented to the Council at the next meeting.
It was resolved that 50% of the income from the Church car park donation box will be presented to St Mary’s Church, Whicham at the end of each financial year.

72/20 PARISH MATTERS

72/20.1 Silecroft Beach car park and toilets

Cllr Rand reported that the cleaning and management of the toilets was progressing normally.
The Clerk had received an offer from the prison to tidy up the land at the rear of the car park and beach footpaths. Cllr Rand to be the lead on these projects.
Cllrs Sharpe and Rand to look at locations for new boxes.
Cllr Fell is still awaiting a quotation to replace the fencing.

72/20.2 Silecroft Beach Café
Proposed New cafe
Cllr Cumming reported that the tender document for contractors closed on 4 October 2020 and 5 tenders had been received. These would now be checked by CBC prior to the selection process..
Cllr Lowery had sourced a potential solicitor to advise the Parish Council on the final agreement, but was awaiting an up to date draft agreement from CBC. The Clerk to pursue with CBC solicitor.

Pop-up Café
The Clerk reported that no payments had been received for the land lease and water. It was resolved to reduce the land lease payment to reflect the closure for 2 months during lockdown.
United Utilities had inspected the site and found no leak.
The Clerk to continue to pursue payment,
Cllr Sharpe left the meeting at 20.50pm

72/20.3 Community Plan
Cllr Cumming reported that there were issues in distributing the questionnaire. It was agreed to put an article in Around the Combe, on the Facebook Page and the Website to enable residents to download a copy of the questionnaire or to request a hard copy.

72/20.4 Play areas Inspection report
The contractor had strimmed the weeds at Silecroft. Cllr Fell to obtain quotes for replacing the fencing at Silecroft

72/20.5 Church Car Park
Cllr Fell is awaiting a quote for the works. Cllr Sharpe had put a bucketful of stone in as a temporary fix.

72/20.6 Website
The Clerk reported that 3 quotations had been received for the new website to be built that was compliant with new legislation. It was resolved to award the contract to W H Amos, Millom.

73/20 Reports from outside bodies

74/20 CORRESPONDENCE All correspondence had been circulated to councilors. The following had not been circulated.
 None

75/19 Councilor Matters
 Cllr Cumming reported vehicles were travelling too fast on Layriggs Lane , Kirksanton resulting in near misses on the blind bend at Raceside Barn and a pet recently being killed. Signage warning of children and animals and to slow down was requested. There previously had been signs at the corner but after being damaged they were removed a number of years ago.
 Cllr Fell asked if Cllr Wilson could obtain details re Remembrance Sunday
 The Clerk reported that she had attended a webinar on changes to Data Protection Legislation and would be sending out a template for completion by all councilors.
