The minutes of the meeting held on 7th October 2020 were approved
Proposed by Cllr Rand, Seconded by Cllr Cumming. The Clerk stated that all approved minutes would be signed by the Chair at the first meeting held face to face.

A Covid-19 report had been previously circulated. Concerns were expressed that no information is being received re local issues. Clerk to contact the police.

84/20 County Councilor and Borough Councilor Report
Borough Cllr McGrath gave an update on the proposed local government reform and sought comments on how the county could be split ie north/south or east/west. The preferred option from the Parish Council was an East/west split.
Cllr Rand stated that litter collection at the beach had improved. Cllr McGrath stated that he had spoken to the manager re collections at weekends and bank holidays.

Cllr Rand reported that some visitors had requested details where a lump sum could be donated rather than putting cash into the donation boxes. The Clerk to investigate the setting up of a Paypal account for donations.

86/20.5 Proposed budget for 2021/22
The Clerk had previously distributed the proposed budget for the financial year 2021/22. After discussion that project funds should be considered to be used for the construction of a temporary path between Silecroft village and the beach, it was resolved to accept the budget.

87/20.1 Silecroft Beach car park and toilets
Cllr Rand reported that the cleaning and management of the toilets was progressing normally. The work team from Haverigg Prison were doing a good job of widening the path on the shore front and making it ready for the stone to be laid which has been delivered. There has been a lot of positive feedback re 18

the work being undertaken. It was agreed that the toilets and car park would remain open during the current lockdown but would be kept under review.
87/20.2 Silecroft Beach Café
Proposed New cafe
The council are trying to obtain the services of a solicitor to act on their behalf so that the contract agreement can be signed.
Pop-up Café
The Clerk reported that no payments had been received for the land lease and water. It was resolved that the café be asked to pay the standing charge for the quarter to July 2 2020 when the toilets were closed plus a contribution towards the disputed water charges. Cllrs Cumming and Millar to bring this issue of non-payment up with the CIC at their next meeting.

87/20.3 Community Plan
Cllr Millar had produced a draft questionnaire and it was agreed to make some slight amendments. Cllr Cumming to check with ACT as to whether there should be one questionnaire per household or per number of adults in a household.
87/20.4 Play areas Inspection report
Cllr Jopson to seal off the broken seat at Kirksanton and remove the broken wood. The Clerk to order a new seat for the Silecroft play area.
87/20.5 Church Car Park
Cllr Fell is awaiting a quote for the works.
87/20.6 Website
The draft website had been distributed and changes discussed to be made. Cllrs Fell and Millar to send details through for their profiles.

The Clerk reported that a request had been sent to Cumbria Highways re signage and was awaiting a response.
88/20 Reports from outside bodies
Cllr Cumming to formulate a response to the Copeland Local Plan and circulate for discussion prior to submission.
89/20 CORRESPONDENCE All correspondence had been circulated to councilors. The following had not been circulated.
• Great North Air Ambulance – request for donation. Proposed by Cllr Cumming and Seconded by Cllr Rand and resolved that a donation of £50 be sent.
