DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON WEDNESDAY 6 JUNE 2018 IN KIRKSANTON VILLAGE HALL COMMENCING AT 07.30PM

There were no items that required the exclusion of press or public

25/18 Declarations of Interest
None

26/18 Minutes of the meeting held on 2 May 2018
The minutes of the meeting held on 2 May 2018 were approved and signed by
the Chair.

27/18 Police Liaison Report
A report had been received and had been previously circulated. The report was
accepted. PCSO Booth reported that there were no major incidents. Rural logs
were down by about a third. Cllr Wilson asked if a reported knife incident had
been reported involving a taxi driver in Silecroft. PCSO Booth stated that
violence was increasing and children had been discovered carrying knives to
school.
The other PCSO was leaving to join the regular force and therefore his area had
increased. It was hoped to replace.
Cllr Cumming raised the issues of cars parked outside the King Billy pub at
Kirksanton which blocked the road requiring farm vehicles to go around the
village green. There was a question as to who the land at the junction belonged
to.

28/18 PROGRESS REPORTS

28/18.1 Silecroft Tennis Courts
After discussions with Playdale regarding the line painting, a new proposed plan
had been submitted. The Parish Council agreed to the new line painting plan.
The Clerk to contact Playdale.

29/18 Public Participation Session
A resident complained that tractors, cars and vans were using the track around
the village green as a short cut and also because of parking outside the King
Billy pub. She asked if a sign could be put up stating that it was for Private
Access only and No Through Road.by order of the Parish Council. The Clerk to
source metal signs/posts. Cty Cllr Hitchen suggested that photograph of where
the planned signs were to be located by sent to Kevin Cosgrove, Cumbria
Highways Dept for approval.
Potholes have also appeared at the lower end of the track. Cllr Sharp said he
would investigate.

30/18 County Councilor and Borough Councilor Report
Cty Cllr Hitchen reported that he had nothing new to report. He was asked if he
could find out with highways who owned the land at the junction near the King
Billy. Ct Cllr Hitchen reported that he was still awaiting a response re the 30mph
signs for Silecroft.
Borough Councilor Scurrah stated he had nothing to report.

31/18 Applications for Development

31/18.1 To examine applications for development and submit
observations to the Planning Authority

7/2018/4041 Silecroft Beach Car Park, Silecroft
This application is for two site cabins, each 10m long and 3m wide, place parallel
6 m apart. The principle cabin contains a small kitchen and serving area and
seating. The second cabin will have a disabled toilet (DocM spec) in one end and
further seating

After consideration the Parish Council would prefer the following options:

Option 1 (preferred option) that both cabins be placed directly adjacent to each
other (ie no spacing in between) this would reduce the overall footprint of the
proposal and reduce the visual impact of the temporary buildings on the
environment. There was also concern regards to the security of the buildings
and this would also reduce this risk.

If this is not physically possible then

Option 2 The cabins to be placed in a “L” shape with the opening facing south.
The reasoning for this is that prevailing wind is of generally of a North westerly
direction and the L would form a natural wind break. It would not block the
views, there would be easier access to the 2nd cabin than that proposed via
ramp access and it would not need to cut into the banking at the rear (which the
original proposal does) where the land backs onto a SSSI site.

Should neither of these options be considered by the planning authority and the
only option to be considered is the one submitted then the Parish Council would
like the following amendments/conditions made:
a) as there is no justification for the proposed 6 m gap that this be reduced to a
maximum of 4 m so that it has less of an impact on the banking at the rear and
the SSSI site adjoining it

b) That no awning permanent or temporary is allowed to be placed between
the 2 cabins.

Should planning be granted for any of the options the Parish Council would like
the following conditions applied to the planning consent:
a) the length of time that the temporary buildings are in situ is reduced from
the 5 years proposed to 3 years from date of planning consent. The reason for
this is that the original building which has been in situ for nearly 12 months was
placed there on the premise it would be temporary for 2 years only to obtain
data to show whether there was a business case for a more permanent
structure. The Parish Council are of the opinion that an additional 3 years is
more than sufficient time to obtain data, secure planning for a permanent
structure and secure funding for such a project.
b) the opening times of the café is 10-4pm during the winter months (ie 1
November to 31 March) and 10am – 6pm during the summer months (ie 1 April –
31 October)
This is to ensure that the café activities do not impede on nearby residents and
cause a nuisance

7/2018/4042 Cloagar, Silecroft
Extension and alterations
After consideration the Parish council were concerned about the size of the
proposed development which effectively doubled the site of the current
building. The Parish Council understand the reasons for an additional bedroom
and feel that an extension that is the size/footprint of the existing bedroom
located within the building is more than sufficient to meet the needs.
It was felt that the size of the development would have a detrimental visual
impact on the landscape.
Other concerns raised were:
a) it was unclear where the septic tank was located for this property and where
the soak away ran to?
b) what is this property currently classified as?
c) in the application it claims to be a primary residence has there been a change
of use application been made to change from a secondary to a primary
residence?

31/18.2 To ratify the observations submitted by the Clerk under devolved

31/18.3 To note the decisions of the statutory planning authority with
regards to recent applications:

32/18 FINANCIAL RECORDS

32/18.2 To note the receipt of payments
None received

32/18.3 To receive and note the bank reconciliation statement 4 May 2018
In the absence of Cllr Bradley this was held over until the next meeting

32/18.4 To consider the Budget Comparison Report as at 31 May 2018 and
determine action need to address deviations from the budget.
None required

32/18.5 The Clerk reported that all information and notices required were now
on the website and that the Council were compliant with the conditions of
external audit.

33/18 PARISH MATTERS

33/18.1 Silecroft Beach Front and Toilets
The Clerk reported that stage 2 of the application had now to be completed and
3 quotes were required for the building work.

33/18.2 Car park issues
The Clerk reported that the stone had been delivered by the quarry. Cllr Sharpe
to review and spread the stone.

33/18.3 Pop-up Cafe
It was still unsure what the date would be for the event at the café. Await
confirmation from the CIC.

33/18.4 Donation Box – Silecroft car park
Cllr Sharp is waiting for the design form James Luke.

33/18.5 Re-planting of war memorial site
A quotation had been received from the landscape company. As it was unclear
what Cllr Fell had asked them to quote for it was decided, in his absence, to
defer this item to the next meeting.

33/18.6 Data Protection
The Clerk reported that all Policies were now displayed on the website

33/18.7 Notice Boards
Cllr Cumming reported that it was hoped that the Kirksanton notice board
would be completed by July. Cllr Lowery reported that she thought that the
Whitbeck notice board was repairable and agreed to investigate.

33/18.8 Request for a memorial bench

A request had been received to locate a memorial bench at Silecroft beach front.
In principle there were no objections to the proposal, but it was unclear as to
the exact location. Clerk to arrange a site visit.

33/18.9 Review of Community Plan
Act to be contacted regarding the review process and the conducting of a mini
survey, Plan to have review completed by January 2019.

34/18 Reports from outside bodies
None

35/18 CORRESPONDENCE All correspondence had been circulated to councilors. The
following had not been circulated.
• A letter had been received from Lake District National Park re their Local
Plan Review Consultation. All responses to be received by 29th June 2018
• A letter had been received from regarding Merchant Navy Day on 3rd
September. It was agreed to purchase a red ensign flag to be flown at
Silecroft beach

36/18 Councilor Matters
None

37/18 DATE OF NEXT MEETING – to confirm the next meeting will be Wednesday 4th
July 2018 commencing at 7.30pm in Silecroft Village Hall.
