DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 5th JULY 2017 IN SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

38/17: Proposed Pop-up Café
Before the start of the meeting Mr Robert Morris-Eyton gave the Parish Council an update on the proposed pop-up café.
At a meeting of the CIC on 7th June 2017 it was agreed to view suitable containers on Friday 7th July with a potential to purchase and delivery within 2 weeks.
These were ex-works canteens, steel with a flat roof with windows and doors that had lockable steel shutters. A secondary container approx. 10ft x 6ft was also to be purchased to house the generator and again was lockable.
It was hoped to have the café up and running by the end of July and a potential candidate to run the café had been interviewed.
It was proposed to connect to the existing water pipe supplying the toilets, with waste draining into the septic tank serving the toilets. All the pipes and armoured cable would be trenched in.
It was envisaged that principle food preparation would be undertaken off site.
RESOLVED The Parish Council required that a separate stop tap and meter be installed on the water supply to the café.
The container would require kitting out before it could be used. It was unclear what foods would be supplied by the café
RESOLVED The Parish Council required that a “fat trap” to be fitted to the waste pipe from the café.
Maps showing the proposed location of the café and the generator shed were shown and it was agreed that it was a suitable location.
The business would be open into the autumn and reviewed as to winter opening.
Signage and Advertising: there had not been an application for signage and advertising was to be via social networks as this was deemed more cost effective.
Security: PCSO Booth suggested that locks on both containers be of good quality and suggested that they contact David Thomson at Workington for advice on types of locks etc.

PCSO Booth gave further advice of security measures and suggested that CCTV be installed.
Mr Morris-Eyton reported that the vendor would be working on an open book policy to enable the group to ascertain footfall, popular lines and also a survey to include weather conditions. Surveys would also be given to customers.
LDNP Planning approved of the plans although it would not be formally through the planning process by the end of July
The Parish Council were urged to make a decision at the meeting with regards to the plans.

39/17 Police Liaison Report
PCSO Booth requested that his report be brought forward as he was required elsewhere. This was agreed by the Chair
PCSO Booth reported that there were no major issues. The Parish Council had been awarded £500 from the Chief Constable’s Proceeds of Crime fund towards the refurbishment of the tennis courts at Silecroft.
Over the next 2 months there would be increased speed monitoring.
Officers were being reminded on a weekly basis to check Silecroft beach front.
PCSO Booth was thanked for his report.

40/17 Ice Cream
Mr and Mrs Cooke, Mr T’s icecream had been invited to feedback on the survey they had undertaken on Silecroft beach front. Footfall was very weather driven and varied from between 4 (high winds) and 170 (hot and sunny). Silecroft was also a cul-de-sac whereas Haverigg had passing trade and this impacted on footfall.
Mr T’s declined to continue serving ice creams at Silecroft due to lack of footfall.
They were thanked for providing the information.
All members of the public having left the meeting the meeting continued as per the Agenda

41/17: Exclusions of Press and Public
There were no issues that required the exclusion of press and public

42/17 DECLARATION OF INTEREST
There were no declarations of interest

43/17: MINUTES of the Parish Council Meeting held on 7th June 2017
The minutes were accepted without changes and signed by the Chairman.

44/17 PROGRESS REPORTS

44/17.1 War Memorial

The Clerk reported that the railings had now been galvanized and were ready to be re-instated once the posts had been painted. The Clerk was to chase up the memorial stone with Cumbria Highways..

44/17.2 Benches
Cllr Rand reported that the benches had now been erected and he would arrange a date with Cllrs Fell and Sharp to get them installed over the next 3 weeks.

45/17 Public Participation Session
No public present.

46/17 County Councilor and Borough Councilor Report
Cty Cllr Hitchen stated that he had nothing new to report.
Cllr Hitchen was asked to explain the boundary commission, He stated that this was a review of Copeland BC to reduce the number of wards and councilors. Parish Council boundaries would not be reviewed before 2019 and would be based on communitiies.
Borough Cllr Scurrah had nothing to report.

47/17: Applications for Development

47/17.1 To examine applications for development and submit observations to the Planning Authority
7/2017/4043 Silecroft Beach Car Park
Provision of a temporary pop up café facility together with a steel storage container.
The Council RESOLVED to support the application with following conditions and comments:
a) It was a condition of planning that a fat trap be installed on the waste outlet pipe.
b) The agreed discussions on the water supply taken at this meeting be applied i.e. that a separate stop tap and water meter be installed for the café
c) This was a community led project with a 2 year life span to provide significant evidence for future development

47/17.2 To ratify the observations submitted by the Clerk under devolved powers since the last meeting.

47/17.3 To note the decisions of the statutory planning authority with regards to recent applications

48/17: FINANCIAL RECORDS

48/17.1 The following payments were approved:
Water Plus water bill – May £ 15.97
J Hillier Toilet cleaning & supplies June 2017 £307.87
St Marys Church – grass cutting £ 70.00
Sharp Langthwaite repairs to Silecroft car park £240.00
Mr Hillier had presented a quote for paint to refurbish the toilets it was resolved to accept the quote and provide a cheque to Mr Hillier to purchase the paints.

49/17 PARISH MATTERS

49/17.1 Victoria Cross Memorial
The Clerk reported that Trudy Harrsion MP was to attend, the Mayor had been invited and was awaiting a reply. All local media had been informed. Representatives of the regiment would be in attendance
Kirksanton WI to provide refreshments and a donation of £50 was given towards the cost.
The village hall to be set up on Saturday 29th July with tables and bunting. An area for memorabilia to be arranged for people to view.
Stacking chairs to be provided at war memorial for people to sit on if required.

49/17.2 Silecroft Beach and toilets
The suggested signage for the beach front had been previously been circulated and was approved. Cllr Rand to source.
It was approved to spend the monies on paints to refresh the toilets see 48/17.1

49/17.3 Silecroft Play area phase 2
It was agreed that a working party would get together during July to clear the brambles etc from around the tennis courts. Quotes were to be obtained for the rendering of the end wall once the area was clear.

A quotation had been received from Playdale for the repainting and equipment at a cost of £12k. There was a lead in time of approx. 6 weeks from order.
It was agreed in principle to go ahead with the project and hope to have it ready for opening at the October half term.
It was resolved to spend £12k on the project, the monies coming from the Tesco Bags for Life and reserve funds.

49/17.4 BBC radio
BBC Radio Cumbria were going to do a feature on tom Mayson VC and also the pop-up café.

49/17.5 Copeland Survey
Updates and additions were made to the survey

49/17.6 Boundary Commission Review
It was noted that this only applied to Copeland BC at the moment.

49/17.7 CALC Satisfaction Survey
The Clerk was instructed to respond on behalf of the Council

50/17 Reports from outside bodies
Cllr Rand reported that he had attended the 3 tier meeting which was primarily about the proposed Boundary Commission review of Copeland BC. It is proposed to reduce the number of councilors from 51 to 28. Draft recommendations were to be put forward in March 2018.
ACT have put together a household emergency plan and would fund enough leaflets for each household in the Parish.
The Highway Management System on the Cumbria CC home page is continuing to be worked on to get it right.

51/17 CORRESPONDENCE All correspondence had been circulated to councilors and there were no items for discussion.
None

52/17 Councilor Matters

  • Cllr Cumming reported that the fence had been removed to the entrance to Kirksanton Vilalge Green and as a consequence cattle had ended up on the village green and surrounding properties
  • Whicham Church car park required weed killer on. Cllr Sharp stated that he would attend to it.
  • Cllr Bradley reported that the bench was no located within the church yard at Whitbeck
  • The Clerk reported that she was attending a course on Common Land this month

53/17 DATE OF NEXT 6EETING – to confirm the next meeting will be Wednesday 6th September 2017 at 7.30pm in Silecroft Village Hall
