County Councilor report – Cllr Hitchen reported that the proposed footpath from
Silecroft to the beach was still progressing.
Cllr Sharp commented on the overgrown trees on the A595 at Broadgate and asked
if they could be cut back. Cllr Hitchen to pursue

63/19 PARISH MATTERS
63/19.1 Feedback from meeting between Parish Council, Copeland Borough
Council and CIC re proposed new café.
Cllrs Cumming and Sharp reported back on the recent meeting.
Concerns were expressed re a recent email received from Eric Barker re alternative
arrangements for the management of the project.
It was resolved to arrange a meeting with Eric Barker to discuss further.
63/19.2 Silecroft Beach Front toilets
The Clerk reported that Copeland Community Fund no longer will fund toilet
upgrading.
It was proposed by Cllr Fell and Seconded by Cllr Cumming that John Angus be
approached to undertake the basic refurbishment of the toilets as previously quoted.
The Clerk was asked to submit an application to CGP Trust fund for the sum of
£2500 towards the cost of the refurbishment.
The cleaner had asked if sanitary bins could be placed in the ladies toilets. The
Clerk to investigate the costs.
63/19.3 Silecroft Car park
The Clerk had produced a draft protocol for the management of the donations
received, with slight amendments it was proposed by Cllr Rand and seconded by Cllr
Fell that the protocol be adopted.
It was agreed that better signage was required for the donation boxes approx. A4
size or larger. Cllr Rand to provide the wording
63/19.4 Trees on Parish Land
The Clerk to contact a local contractor to receive a quotation for the works required.
63/19.5 Review of Community Plan
Cllr Cumming reported that this was ongoing and were at the stage of developing a
detailed questionnaire
63/19.6 Seldom Seen Lane
The Clerk reported that an email had been received regarding the state of the
roadway on Seldom Seen Lane, Silecroft. It was unclear who owned this road. Clerk
to contact CC Highways to ascertain ownership.
63/19.7 Caravan Park, Silecroft
Cllr Rand reported that rumours are circulating that the caravan park will be opening
365 days instead of the current arrangement. Clerk to contact LADNP re planning
Cllr Rand also asked that the initial complain regarding the number of caravans for
sale notices along the Whicham Valley be chased up for a response.
63/19.8 Church car park
Cllr Fell is still investigating
63/19.9 Play areas Inspection report
The Clerk reported that the annual inspection of the play areas had taken place and
some actions were required including the replacement of the benches at Kirksanton
and Silecroft. The gate spring at Kirksanton requires replacing as do some of the
fencing strainers.
Cllr Fell reported that the Playground sign had been removed. It was agreed to
contact the owner of a local property to ascertain if the sign could be fixed to their
wall.
63/19.10 Weekly Play area inspections
Cllr Cumming stated that she had checked the play area at Kirksanton.
63/19.11 Defibs and First Responders
The Clerk had received a quotation for the installation of defibrillators at a cost of
£1100 each. An application to Ghyll Scaur Quarry Fund to fund the one at
Kirksanton Village Hall to be submitted.
63/19.12 Amendment to Financial Regulations
The Clerk reported that a new Version of Financial Regulations had been circulated
and required that the council update theirs. To be brought to the next meeting for
approval
64/19 Reports from outside bodies
Cllr Rand stated that he had attended the Southern Boundary Partnership meeting
but there was nothing to report. No minutes had been received from the SCP.
65/19 CORRESPONDENCE All correspondence had been circulated to councilors. The
following had not been circulated.
• Review of polling Districts and polling places. It was agreed that the proposed
changes from 2 to 1 polling station be confirmed.
• A request had been received for a memorial bench to be located on Silecroft
beach front. After discussion it was resolved that a plaque could be located on
one of the existing benches and a donation towards a bench located elsewhere
