31/16: DECLARATION OF INTEREST

32/16 Silecroft Holiday Park
Nathan Lampitt and Venassa Hayes gave a short presentation about the structure of Lifestyle Living UK Ltd that are the owners of Silecroft Holiday Park.
There are currently 126 privately owned caravans on the site plus 17 for hire.
There are plans to improve the facilities on the site, re-tarmac the roadways and install wifi across the site.
All the facilities are open to non-residents and they wish to get the local community more involved in the site and the owners of the site are keen to be more involved in community events.
The site has a small shop selling basics on site currently run by employees on the site. In 2017 they are wishing to open this up to the community and see it as an opportunity for a local person to run/own their own business.
The Councillors were invited to ask questions.
There are no plans to increase the number of caravans, tourers or tents on the site.
The site is keen to encourage swimming lessons, healthy heart classes, but are currently struggling to get a life guard for the site.
Currently the opening hours are 9 – 5 for the facilities but these could be extended if there is the demand.
In 2017 it is planned to install barriers to restrict vehicular access.
Cllr Rand spoke about the issue of residents entering council land and cutting down bushes, Ms Hayes assured the Council that this issue had been dealt with and was being continually monitored.
It was agreed that minutes of Parish Council meetings would be displayed on a notice board at the Park

33/16: MINUTES of the Parish Council Meeting held on 1st June 2016
The minutes were accepted with the following change and signed by the Chair:

34/16 Police Liaison Report
A report had been sent by PCSO Booth in his absence. There was nothing of note to report. The report was accepted.
35/16 PROGRESS REPORTS
35/16.1 Beach Benches
These are still awaiting to be installed. It is hoped that these will be installed by the end of July 2016
35/16.2 Kirksanton Village Green
Documents have been obtained establishing the ownership of the Village Green and the track running alongside it to Whicham Parish Council.
Thanks were expressed to Cllr Sharp for filling in the potholes on the track. It was agreed that Cllr Sharp should submit the invoice for the stone.
It was queried why the banking was not cut, but it was agreed that it was because it was too steep.
The playground is now open.
36/16 Public Participation Session
No other members of the public was present.
37/16 COUNTY COUNCILLOR AND DISTRICT COUNCILLORS’ REPORT
Cllr Hitchen reported that he was arranging a meeting with the Highways Department to discuss traffic management for the road to the beach at Silecroft, he is pushing for a 30mph. It will take approx 2 weeks to arrange. There is data on traffic speeds through the village and there is a strong case, especially with the increased activity at the caravan park.
Cllr Cummings raised the outstanding issue regarding the parking at the King Bill pub at Kirksanton which impacts on the road junction and despite repeated requests there has been no feedback. Cllr Hitchen to investigate.
NUGEN consultation. Copeland Borough Council have agreed to share their draft response to the NUGEN consultation with all Parish Councils and this will be in the next 2 weeks. Cllr Hitchen has asked if the same could be done for the National Grid consulatation.
If the windfarm goes ahead at Haverigg, developers are expected to put in a substation. There are issues of how to connect Haverigg to Silecroft (Electricity Northwest).
Cumbria County Council will not share their draft response to NUGEN it will be published on the County Council website on 27 July 2016. Cllr Hitchen is trying to persuade them to share the Cabinet Papers for the National Grid consultation.

Cllr Sharp asked what benefits there would be for the Parish from the Moorside project. Cllr Hitchen reported that there will be no direct benefits and there will be no improvements to the A595 to the south of the project. No cars will be allowed on the site, workers will be either bussed in or access by train. It is expected that people will settle in the area around the site during construction although it is expected that some may live away from the site. Currently 500 vehicles a day cross Corney Fell on their way to Sellafield and it is expected that this traffic will increase. There will also be increased trains and rolling stock with Sunday services from 2017.
Cllr Hitchen/South Copeland Partnership are trying to get NUGEN to do something for South Copeland eg skills training, supply chain.
Cllr Rand enquired about the repository – Cllr Hitchen reported that nothing was happening currently.
Cllr Rand enquired as to why Copeland has stopped funding for the Quality Beach Awards. Cllr Hitchen suggested that the Parish Council applied for it and got the Beach group involved and local businesses and then apply to the County Council for match funding. Cllr Rand to investigate costings and sources of funding and speak to Haverigg who are currently undertaking this process. Representatives of Silecroft Caravan Park stated that they would get involved in the process.

This has been discussed at a planning meeting of the Parish Council and the Council had approved the application subject to the extension being in keeping with the original building
7/2016./4035 Replacement of Beach Hut
Walker Beach Hut, Seldom Seen Lane, Silecroft
The Council are to object to this application on size and the inclusion of a bedroom in the application suggests that it may be used for residential occupation.

1. Official Opening of Playgrounds
Silecroft – the opening is on 23 July at 2pm. Tesco are to provide refreshments and a representative to officially open the Playground. Notices to be put around the village and at the Caravan Park advertising the event. Evening Mail to be contacted.
Kirksanton – official opening 24 July at 2pm. Cllr Cumming to contact Kirksanton Village Hall to do refreshments. Notice to be put up in village. CGP to be contacted to send a representative.
2. The War Memorial at Silecroft

The Clerk reported that there is a possible opportunity with the War Memorials Trust to obtain funding for the upkeep of the war memorial. The Clerk to apply for the refurbishment of the railings.
41/16. CORRESPONDENCE All correspondence had been circulated to councilors. The following had been received:
1. National Park requested details of any stone barns within the parish. The Parish have declined to participate as that information is not easy to obtain.
2. Survey received from See More Cumbria and Lake District re Western Corridor. After discussion suggestions were put forward. Clerk to complete.
