17/16 Proposed Kirksanton Village Hall extension and improvements
This item was brought forward to allow the presenters to leave to attend another meeting.
Ann Harrison and Vicky Macendale showed to the Council the proposed plans for Phase 1 of the planned improvements to the Village Hall that were to be re-submitted. After consultation with Environmental Health, it had been decided to keep the septic tank in it’s existing location and were in discussion with the King Billy pub, but propose to have it separate from the pub. Eric Barker was assisting to find funding for the project. All current works were within the cartilage of the Village Hall.
There was discussion about how disabled access could be achieved to the lower ground floor.
Phase 2 would look at the car parking issue.
Ann and Vicky were thanked for attending and clarifying the issues around the improvements.

18/16: DECLARATION OF INTEREST
There were no declarations of interest

19/16: MINUTES of the Parish Council Meeting held on 4th May 2016
The minutes were accepted without changes and signed by the Vice Chairman.

20/16 Police Liaison Report
A report had been sent by PCSO Booth in his absence. There was nothing of note to report. The report was accepted.

21/16 PROGRESS REPORTS

21/16.1 Kirksanton Village Hall

21/16.2 Progress report on the installation of the 2 Play Areas at Kirksanton & Silecroft
Work had commenced on Kirksanton play area a week behind schedule and it was expected that Silecroft would commence w/c 6 June 2016.
Turf was required to be ordered and laid for the Kirksanton play area. The Clerk to source and order 100 sq mtrs of turf to be delivered w/c 6/6/16. Budget £300 – £400. Councillors volunteered to lay the turf. Kirksanton Village Hall have agreed to allow a sprinkler system to be set up to water the turf once installed in the event of a dry spell. The village hall to bill the Council for water usage.
The Clerk reported that there would be insufficient funds to pay the final installment until the Tesco Bags for Life grant had been received.

21/16.3 Benches
Cllr Sharp reported that the priority had been the work around the play areas and once this had been completed then the focus would be on the installation of the new benches.

21/16.4 Kirksanton Village Green
Cllr Lowrey agreed to contact the Land Registery to obtain the documents required to show ownership of the Village Green and the track running alongside of it.

22/16 Public Participation Session
No other members of the public was present.

23/16 COUNTY COUNCILLOR AND DISTRICT COUNCILLORS’ REPORT
Cllr Hitchen reported that the issue of speeding in Silecroft had not moved forward, but was in hand.

Costal Project
Eric Barker was pursuing the installation of a cycleway and footpath from Seascale to Millom taking them off the busy roads. There is evidence that it would improve the economy. Eric Barker has a meeting with Sustrans on 30 June to look at a feasibility study, especially the problems of crossing the rivers.
There is a meeting with the Mayor on Monday 6 June at Captain Shaws School Hall, Bootle.
Cllr Hitchen was thanked for coming.

24/16: Applications for Development

24/16.1 To examine applications for development and submit observations to the Planning Authority

7/2016/4023 Hickory House, Silecroft, Millom
Erect a dormer bungalow on existing cartilage including air source heat pump and ancillary shed and woodstore. Increase of access from highway
After discussion the Councillors had the following concerns:

1. Access to the properties from the A595 – the Councillors were concerned with the safety of traffic accessing/egressing the properties and other road users and would like Cumbria Highways Department to investigate the safety of access/egress to the properties.
2. The Planning Application has been submitted using Policy CS02 clause and Local Need (point 3.5 of the application). The Council would request that a S106 Local Occupancy clause be put on both properties to ensure they remain available to locals.

24/16.2 To ratify the observations submitted by the Clerk under devolved powers since the last meeting.

24/16.3 To note the decisions of the statutory planning authority with regards to recent applications
None received

25/16: FINANCIAL RECORDS

25/16.1 The following payments were approved:
Clerk’s Salary and expenses £ 415.98
HMRC £ 83.60

25/16.2 To note the receipt of payments
VAT refund 2014/15 £ 569.40

25/16.3 The bank reconciliation statement was approved and signed by the Vice Chair

25/16.4 The Budget Comparison report was presented to the Council and the following amendments to the approved budget were agreed.
a) Expenditure : The budget for the Play Areas at Kirksanton and Silecroft was amended from £27000 to £45439. The additional funds from reserves (£13500) and Tesco Bags for Life Grant (£12000).
b) Income : VAT reclaim – amount amended from £600 to £8573 (VAT claims submitted)
Donation – amount amended from £400 – £12000 (Tesco Bags for Life donation)

25/16.5 It was RESOLVED to award the Grass Cutting Contract for the cutting of grassed area at the entrance to Silecroft Village to Neil Fell at a cost of £300

26/16 PARISH MATTERS

1. Official Opening of Silecroft Playground

It was agreed that the official opening would be 23 July 2016 at 2pm. Clerk to contact Black Combe runners to find a suitable person to open the playground. Clerk to contact Tesco Bags for Life and invite representatives. Final details to be confirmed at next meeting

2. Reporting of broken stiles.
It was confirmed that Cumbria County Council were responsible for the maintenance of stiles. Where they are located within the LDNP, the park staff undertake the repairs on behalf of the County

3. The War Memorial at Silecroft
The Clerk to investigate where grants maybe obtained to maintain the War Memorial.

27/16 To Receive reports from representatives on outside bodies
The Clerk reported that she had attended the South Copeland Partnership meeting on behalf of the Council.
1, A £1.3m project was proposed to extend and refurbish the Millom Recreation Centre. Funding was being sourced at the moment.
2. Representatives from LDNP gave a presentation of how to improve transport links on the West Coast and to increase tourism and to encourage tourists into the central Lakes. It was agreed to invite them to a meeting to talk about the project.

28/16. CORRESPONDENCE All correspondence had been circulated to councilors. The following had been received:
1. Fisher German on behalf of the National Grid requiring confirmation of ownership of Kirksanton Village Green and Silecroft beach front and car park.
2. Response from National Grid to our letter expressing concerns.

29/16 DATE OF NEXT 6EETING – to confirm the next meeting will be Wednesday 6th July 2016 at 7.30pm in Silecroft Village Hall
