“2 Members of the Black Combe runners were then invited to address the meeting regarding the Fell Race which is to take place on 12 March 2016.
The representatives were invited to attend the next Parish Council meeting to finalise plans.
The two representatives then left the meeting.
73/15 MINUTES – the minutes of the parish council meeting held on 2nd December 2015 were approved and signed.
74/15 Police Liason Report
PCSO Booth reported that calls were down on the same period last year, but there had been an increase in the number of calls re concern for welfare which was encouraging.
Liaising with the prison had seen an increase in arrests.
Police will target areas where crime/anti-social behavior is a problem

75/15 PROGRESS REPORTS
75/15.1 Play Areas
(a) Cllr Bradley reported that there had been a site meeting with Playdale and a quote had been received.
Kirksanton – 1 twin tower system and 1 set of swings
Silecroft – 1 tower system and a set of swings
The equipment is guaranteed for 20 years
There is a 6 week lead in time. Leveling work will be required for twin tower system. Cllr Sharp to liaise and undertake works
Cost of project approx £25k for Kirksanton and £10k for Silecroft. 50% to be paid on order, balance on completion of works
It was reported that the bid to Tesco had been successful and the Playground was in the three to be voted on by the local communities. It is guaranteed that there will be at least £8k donated by Tesco to the Playground fund..
(b) The net for the climbing frame at Kirksanton had arrived. The frame required rubbing down and re-painting before it was installed. Roy Waddington to be approached to see if he could undertake this work.
(c) It was reported that the hard play area at Silecroft would be requiring some remedial works carried out on it. It was agreed that this would be Phase 2 of the Playgrounds project.
(d) It was reported that the bench on the Kirksanton play area had been inspected and some wood required replacing. Martin Jopson to be contacted to obtain a quote for the replacement with hard wood.
75/15.2 Silecroft Beach benches
Cllr Lowery reported that she had obtained 2 quotations for the replacement of 3 benches. It was agreed to obtain them from Garden Furniture Centre at a cost of £689.
A bench that had been damaged by a van on 26 December 2015, crime no WC150 3522. A replacement bench had already been ordered.
Cllr Sharp expressed an interest in donating monies for one of the benches in honour of his parents and this was agreed.
Cllr Rand informed the meeting that Copeland BC had a beach bench plan and recommendations for which type to be installed. It was agreed that the proposed benches were in keeping with the environment.
75/15.3 Kirksanton Village Hall
Cllr M Cumming reported that the Village Hall were hoping to arrange an open coffee morning for the community view the plans for the improvement of the hall. It was hoped that some of the Councilors would attend.
There were still issues to be resolved around parking and the Village Hall was looking at installing echo blocks on the grass to provide parking areas.

77/15 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS
Cllr Hitchin, County Councilor and Copeland Borough Councilor had been invited to attend, but was unable because of a previous commitment.
The Clerk reported on his behalf that District and County budgets were being finalized. It was expected that that there would be a 1.95% inc for both Copeland and County. The County was also allowed to levy an additional 2% increase which had to be ring fenced and spent on Health and Social Care.
It was reported that the County was not going to get all the money required from central government to repair flood damage and this was being challenged.
There was to be no cut to the police budget.
It was stated that Jamie Reed MP had visited Ravenglass, but it was community driven groups that were driving the opposition to the pylons.

A quotation had been received from Zurich Insurance for 1, 3 and 5 years. The Clerk to seek clarification around the changes once the new play areas had been installed.
79/15.6 Clerk’s Contract of Employment
The Contract of Employment was agreed and signed
80/15 VILLAGE MATTERS
80/15.1 The Clerk reported that from documentation received that the Village Green at Kirksanton was still in the ownership of Millom Without Parish Council. The Clerk to investigate further.
80/15.2 Cllr Bradley reported that damaged wall outside Silecroft village Hall was to be repaired by Adam Jackson
80/15.3 Cllr Rand reported that the sea was beginning to wash away the ground on the Silecroft beach front. After discussion, Cllr Rand to approach Eric Barker, Regeneration Officer to see what monies would be available to repair damage.
80/15.4 Scrap yards. Concern was expressed regarding the state of these. Clerk to again contact Millom Town Council and also County Council and suggest alternative sites.
80/15.5 Damaged bench – this was covered in item 75/15.2
81/15 Walney Extension
An open meeting is to be held on Tuesday 9th February 2016 430-730pm at Network Centre for ideas on what projects the money could be used for.
It was suggested that some of the money could be used to repair local sea defences
82/15 Duddon/Morecambe Bay SPS area – response to consultation
This was deferred to the next meeting.
83/15 Power without Pylons
Copies of letters had been received from Muncaster Parish Council and Ravenglass Village Forum outlining their objections to the overland route.
The Clerk reported that National Grid were looking at the possibility of placing the cables under the Duddon.
It was suggested that as part of the informal consultation process that a letter be sent to Mr Powell, National Grid setting the Council’s objections to the overhead power lines. The Clerk to draft a letter and send to councillors prior to publishing.

Clerk to write to Chairman of Black & White Combe Graziers informing them of plans for the beacon and seeking permission and assistance.

South Copeland Partnership Trust – It was reported that the role of Regeneration Officer was at risk and that it may be left to local Parish Councils to complete projects.
The library in Millom to remain open with reduced hours. Community Services officers to do activities away from the library and outreach work.
