MINUTES OF THE ANNUAL GENERAL COUNCIL MEETING HELD
ON WEDNESDAY 13th MAY 2015 IN
SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

PRESENT: Cllr S Wilson. Cllr S Capstick, Cllr A Fell, Cllr V Bradley, Cllr M Sharp, Cllr
M. Cumming

1/15: APOLOGIES:, Cllr P Rand

2/15: ELECTION OF CHAIRMAN/VICE CHAIRMAN
Cllr A Fell was nominated for Chairman by Cllr Capstick and seconded by Cllr
Bradley. There being no other nominations it was unanimously agreed that Cllr
A Fell be elected as chairman.
Cllr Cumming was nominated for Deputy Chairman by Cllr Fell and seconded by
Cllr Wilson. There being no other nomination it was agreed to elect Cllr
Cumming as Deputy chairman.

3/15: ACCEPTANCE OF OFFICE:
Cllr A Fell and Cllr Cumming signed the relevant Declaration of Acceptance of
Office.

4/15: APPOINTMENT OF MEMBERS TO SERVE ON OUTSIDE BODIES – The following
members of Council were elected to serve on the following outside bodies:

  • Silecroft Education Committee – Cllr S Wilson
  • Village Hall Committee – Cllrs Wilson, Capstick and Bradley
  • CGP Trust Fund – Cllrs Fell, Wilson and Bradley
  • Beach Advisory Group – Cllrs Rand and Capstick
  • Beach Development Group Cllr Rand
  • Community Planning Committee and – Cllrs Cumming
    Parish Action Plan Steering Committee

5/15: MINUTES
It was resolved that the minutes of the parish council meeting held on 1st April
2015 be signed as a true and correct record.

6/15: ADJOURNMENT OF MEETING
No members of the public were present

7/15: DECLARATION OF INTEREST
There were no declarations of interest

8/15: PLANNING ISSUES – the following planning applications were considered:
There were no planning applications to be considered.
Notification had been received of a proposed upgrade to telecommunications
base station on land on Strangrah Farm, Whitbeck

8/15: ACCOUNTS
Council confirmed that the accounts for the year ending 31.03.15 had been
submitted and approved by the internal auditor and that they are a true and
correct record and that they be submitted to BDO Hayward (Audit Commission).
Council also approved the annual governance statement and agreed the annual
risk assessment schedule.
Council also agreed the Schedule of Assets
Council approved the following payments of
Payment of outgoing Clerk’s expenses December – March 2015 £271.73
Payment of CALC membership £157.00
Payment of Internal Auditors fee £ 60.00

9/14 PARISH MATTERS
The following matters were discussed:

  • To receive updates from any representatives on outside bodies
    committees:
    3 Tier meeting – the Sellafield Safety Zone had now been extended to 6.5
    km.
  • Police Liaison Report
    Police Support Officer Paul Booth attended the meeting and presented a
    report on calls to service received . he informed the meeting of the
    change in policing and that there was now 2 police officers per shift
    allocated to the Millom area at all times. He was still awaiting to hear
    from the Highways authority as to the where the boundary of the King
    Billy pub was in relation to the road junction.
  • Play Areas
    Cllr Bradley to organise a sub committee with local interested parties to
    determine what equipment was required for the play areas. It had been
    identified which equipment required removing.
  • Toilets at Silecroft Beach
    The toilets had now been repaired by the National Park Authority and
    were open.
  • Kirkby Ireleth x Parish Councils meeting
    An invitation had been received to attend a meeting of all parish councils
    around the Duddon Estuary on Thursday 14th May 2015 to discuss
    matters of mutual concerns. None of the councillors were able to attend
    and elected the clerk to attend on their behalf and report back at the
    next meeting.
  • Planters
    David Griffiths had indicated that he was prepared to still do the
    Kirkstanton planters but not the ones at Silecroft and Millom without.
    The Silecroft Village Hall committee were to be asked if they would
    maintain the Silecroft planters.

11/15. CORRESPONDENCE All correspondence had been circulated to councilors and
there were no items for discussion.

12/15 DATE OF NEXT MEETING – to confirm the next meeting will be Wednesday 3rd
June 2015 at 7.30pm in Silecroft Village Hall

There being no further business the meeting closed at 21.15
