MINUTES OF THE ORDINARY MEETING OF THE PARISH COUNCIL HELD ON WEDNESDAY 3 JULY 2024 AT SILECROFT VILLAGE HALL COMMENCING AT 7.30 PM

46/24 To approve the Minutes of the meeting 5 June 2024
The Chairman was authorized to sign the minutes as a true record of the meeting.

47/24 Police Liaison Report
None received

48/24 Clerks Report
The Clerk reported that the dog warden had been contacted and were going to
attend to put up signs. The signed temporary licence had been received from
Cumberland Council. Notification had been received that the pump track
would take place in August.

49/24 Public Participation
The members of the public asked if additional waste bins could be located on
Silecroft shore front, as it is anticipated that there will be an increase in litter
waste when the café is open. The temporary operator of the café requested to be
permitted to place A-Frame signage at the entrance to Silecroft and also at the
entrance to the car park.
It was noted that the large waste bin by the toilet block was missing, again.

51/24.1 To examine Applications for development and submit observations to
the Planning Authority

RESOLVED
To submit the following observations submitted by the Clerk on behalf of the
parish council:
That as the correct process has not been followed, the Council will report the
matter to Cumberland Council.

52/24.1 Payment of invoices
The following invoices were approved for payment:

52/24.2 Receipts [handwritten, see original document]

52/24.3 To receive and note the bank reconciliation statement dated 31 May 2024
Checked and approved by Cllr Millar

52/24.4 To consider the Budget Comparison Report as at 30 June 2024 and
determine action needed to address deviations from the budget.
None required

52/24.5 To consider the quotations received for the repairs to Silecroft Beach
car park
RESOLVED that the quotation received from JW Plant Solutions be accepted. Work to
commence September 2024

53/24 Village Matters

53/24.1 Silecroft beach car park, and toilets
The Clerk reported that draft plans had been received and was awaiting the copies.
Once received a copy to go to Cllr Millar for her to draw up the planting plan.
Clerk reported that another electricity bill had been received from the supplier which
is being disputed. Awaiting confirmation that meter has been removed.

53/24.2 Café
Removal of the spruce 2 x Scoty pine discussion bench with extended tops to be placed
possibly behind St. Marys Church (dale/low).
It was agreed to investigate the placing of a brown tourist sign at the entrance to Silecroft
village.

53/24.3 Signage
The damaged parking sign opposite the toilet block to be replaced.
It was agreed that the sign on the village green would be removed and replaced in
another location. Clerk to obtain quote, possibly to repair and repaint.

53/24.4 Playground
Parish council to pay for the weekly playground inspection. The Clerk to chase up the
MOU and risk management forms.

53/24.6 Parish seat
It was agreed that a seat would be placed at the Southern end of the beach to replace
the lost one due to personal circumstances
It was noted that there is no clear signage for the ladies or gents and pointer signage.
Clerk to obtain.

53/24.7 Play equipment report and proposed new equipment
Clerk has submitted an application to Cumberland Community Fund for monies
towards the cost of the new play equipment. A decision will be made in September.

53/24.8 Environmental issues
Cllr Millar had developed a notice for the website explaining environment issues with
links to useful sources. This was approved and to be placed on the website.

53/24.6 FOOT
Nothing to report

53/24.7 To approve the Safeguarding Policy
Approved.

53/24.8 To approve the draft lease agreement for Silecroft Village Hall
The Clerk reported that she had discussed the issue with Action for Cumbria who
advised against, as the Council is only the Guardian Trustee for the Village Hall

54/24 To receive reports from representatives on outside bodies
None

55/24 CORRESPONDENCE
To discuss any correspondence received for open discussion:
All other correspondence to be circulated in the normal manner for Council’s perusal

56/24 Councillor Matters
An opportunity for Councillors to raise minor matters, not on this agenda, on behalf of
residents
(Note. No discussion or decisions can be made on these matters but the Clerk may
make investigations and/or they may be placed on a future agenda of the Council

Cllr Lowrey reported that she had been approached re the lack of grass cutting at
Whicham Old/Beach. Client to obtain a quotation from contractors.

57/24 DATE OF NEXT MEETING:
The next meeting of the Parish Council will be on 4 September 2024 at Kirksanton Village
Hall commencing at 7.30pm

58/24 Closed Session
A report on the site visit had been received from Cumberland re ‘the incomplete
Churchyard wall’. Agreed to the terms.
