DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON WEDNESDAY 6 FEBRUARY 2019 IN SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

120/18Minutes of the meeting held on 5 December 2018
The minutes of the meeting held on 5 December 2018 were approved and
signed by the Chair.

121/18Police Liaison Report
A report had been received and was accepted.

122/18PROGRESS REPORTS

122/18.1 Update on ROSPA actions
Cllr Jopson reported that she had received a quote from a supplier of metal
fencing of £70 per metre and the fencing required was approx. 92 metres long.
She is awaiting an estimate from Solway for plastic fencing.
The gate at Kirksanton still requires hanging and the climbing frame still
requires removing. There are also repairs to a paddock rail required.
Cllr Bradley reported that Playdale were coming on Tuesday 12 February to
suggest a replacement for the climbing frame at Kirksanton. Cllr Bradley was
asked to enquire if Playdale do playground fencing as well for Silecroft.

122/18.2 Whitbeck Notice Board
Proposed by Cllr Fell, Seconded by Cllr Bradshaw to instruct Mr Dunn to build a
replacement notice board at a cost of £600.

122/18.3 Donation Box
In the absence of Cllr Rand this item was deferred to the next meeting. The
Clerk was to contact Cllr Rand to receive an update. Cllr Sharp to investigate a
plain donation box.

124/18County Councilor and Borough Councilor Report
Cty Cllr Hitchen reported that a speed survey had been undertaken on the
beach road and there was insufficient evidence to warrant a 30mph signage.
Cllr Hitchen was requested to undertake speed measuring again in the summer
between June and August.
Cllr Cumming asked if a “mother/child” sign could be placed on the road
warning drivers of pedestrians. Cllr Hitchen responded that the signage still
had to be justified.
It was suggested that a footpath on this stretch of road, could be included in the
community plan.

125/18Applications for Development

125/18.1 To examine applications for development and submit
observations to the Planning Authority
7/2018/4124 Valley End Service Station, Silecroft
Demolition of existing garage and flat and replacement with 10 dwellings not in
accordance with condition no.10 previously attached to planning permission
reference 7/2015/4040: amended design

The Council resolved to support the application with the following conditions:

  • Holiday home/second home exclusion clause on each property
  • 1 affordable unit if possible for local occupancy
  • Development doesn’t meet the housing needs of young or elderly
    population of parish
  • Affordability of units is of some concern.

125/18.2 To ratify the observations submitted by the Clerk under devolved
powers

Erect two new agricultural buildings to accommodate anew milking parlour and
provide cow cubicles to house the milking herd plus a slurry lagoon
Planning sub committee – Resolved to support the application

HN/18/3 Application for the Hedgerow removal
Beckside, Silecroft
Planning sub committee – Resolved to support the application on condition that
the hedgerow is replaced in close proximity to the original.

126/18.4 To consider the Budget Comparison Report as at 31 January 2019 and
determine action need to address deviations from the budget.
Clerks and Council expenses increased by £300 allocated from underspend on
external auditor’s fees and insurance.

127/18PARISH MATTERS

127/18.1 Silecroft Beach Front Toilets – upgrading
The Clerk reported that the plans had been approved and building regulations
obtained. It was proposed by Cllr Fell and seconded by Cllr Lowery that Duddon
Valley Contractors Limited be the preferred contractor for the project.

127/18.2 Feedback on the meeting between Parish Council and CIC
The Clerk reported that all actions had now been completed

127/18.3 Local Training
It was agreed to arrange the course for early June. Clerk to contact Kirksanton
village hall to arrange a date.

127/18.4 Trees on Parish Land
Clerk to contact Lowther Estates for a quotation to undertake a survey of trees
on Parish Council land

127/18.5 Review of Community Plan
Cllr Cumming reported that 2 meetings had already been held and an informal
drop-in session was planned for 14 April from 130pm to 3.30pm at Silecroft
Village Hall. It is intended that that the plan would be completed by July.

127/18.6 Church Car Park
Cllr Fell reported that he had made one attempt on the drain and would try
again.

127/18.7 Play area inspections
Cllr Cumming to chase for Kirksanton

127/18.8 Review of the Land lease agreement between the Parish Council and
CIC
The final draft to be submitted to the CIC for signature.

127/18.9. Grit bins
It was noted that there were no grit bins in Silecroft. Clerk to investigate costs.

127/18.10 Approve revised Standing Orders

128/18Reports from outside bodies

128/18.1 CIC
Monies may be available from Coastal Community Fund. Ideas are now
being formulated for the permanent café.
Cllr Millar asked if there could be a brown sign “to the beach” Clerk to
contact Highways to investigate.

129/18CORRESPONDENCE All correspondence had been circulated to councillors. The
following had not been circulated.

  • Cllr Cumming reported that she had received an email requesting that a
    member of the Parish council be represented on the Millom Integrated
    Care Forum

130/18Councilor Matters

  • Cllr Cumming asked that the Clerk checks who has responsibility for the beck
    by the Village green.
  • Cllr Fell is to check the water meter readings to check for leaks
  • Cllr Lowery gave her apologies for the next meeting

131/18DATE OF NEXT MEETING – to confirm the next meeting will be Wednesday 6th
March 2019 commencing at 7.30pm in Silecroft Village Hall.
