107/15 MINUTES – the minutes of the parish council meeting held on 2nd March 2016 were approved and signed.
108/15 Police Liason Report
A report received from PCSO Booth was presented by the Clerk. There was nothing of note to report.
109/15 PROGRESS REPORTS
109/15.1 Play Areas
The order had been placed and the invoices received for the play areas. The Parish had been awarded £12000 in the Tesco bags for life campaign and were expected to receive confirmation of this around 15 April 2016.
109/15.2 Silecroft Beach benches
The benches have now been delivered for replacing 3 on the shore. Cllrs Fell and Sharp to check concrete bases and determine what is now required to remove the old benches and replace with the new ones.
109/15.3 Kirksanton Village Green
The Clerk reported that the Land Registry have confirmed that Kirksanton Village Green is owned by Whicham Parish Council. The Clerk to order deed documents from the Land Registry.
109/15.4 Black Combe Fell Race.
It was reported that the event went well with no complaints. The organizers were pleased with the village participation and look forward to organizing next year’s event. It was noted that a number of runners and visitors either stayed in the area prior to or planned to stay after the event. It was felt that the race was good for promoting tourism in the area.
109/15.5 Queen’s 90th Birthday Celebrations – Beacon
A number of pallets had been donated by Travis Perkins and had been taken up by North Lakes 4 x 4 Club. Cllrs Fell and Sharp would build the beacon and ensure the lighting of it at 830pm
110/15 PUBLIC PARTICIPATION
2 members of the public were present and expressed concerns regarding the proposed sighting of the new playground at Kirksanton. The Council took note of their concerns.
They also voiced opposition to the Kirksanton Village Hall proposed siting of car parking facilities on the edge of the green. The Chair responded that there had been no official request from Kirksanton Village Hall for permission to use the edge of the green for car parking and until plans were received, the council were unable to comment on this.
The Clerk to write to Kirksanton Village Hall committee requesting plans.
The members of the public then left the meeting.
111/15 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS
County Cllr K Hitchen confirmed tat e would attend the AGM in May.
He reported that a workshop at Calder Bridge is being arranged to help Parish Councils respond to the formal consultation document that will be presented by National Grid at the beginning of June.
The councilors ten brought up the following areas of concerns:

113/15 FINANCIAL RECORDS
113/15.1 The following payments were approved
It was agreed to transfer £13500 from the Reserve Account into the current account.
Once this transaction had been completed it was agreed to make the first payment

These had been circulated. Cllr Bradley agreed to make the amendments and report back to the Council at the May meeting.
114/15 VILLAGE MATTERS
114/15.1 Ownership of track by Kirksanton Village Green
The Clerk to obtain plans and deeds from Land Registry to ascertain ownership of the track.
The Clerk to write to Kirksanton Village Hall committee requesting copies of proposed changes to hall and car parking.
114/15.2 Notice Boards
Cllr Fell had done remedial works on the clasps. It was agreed that the notice boards required painting.

• Lake District National Park requiring local input into the Local Plan.
117/15 COUINCILLOR MATTERS
Neil Fell to be asked to submit a quote for the grass cutting at Silecroft.

The ANNUAL GENERAL MEETING, Wednesday 4 MAY 2016 7pm SILECROFT VILLAGE HALL, followed by the normal meeting at 7.30pm
