141/21.1 Payment of invoices

141/21.2 Cllr Sharp reported that the invoice for the repairing of the fencing at
Kirksanton play area had been incorrectly calculated and would be reissued.
The cheque number 1191 had not been presented by the contractor and would
be returned to the Clerk and a correct invoice issued.

141/21.5 To consider the Budget Comparison Report as at 31 December 2021
and determine action need to address deviations from the budget.
141/21.6 To note that a credit note has now been received from the
Environment Agency for the disputed bill for the new build café
141.21.7 Cllr Millar reported that the Black Combe Community Interest
Company was in the process of being deregistered and any remaining funds
would be paid to the Parish Council. Cllr Millar to transfer the owner of the
electricity supply to the Parish Council until the new café is built.
142/21 Village Matters
142/21.1 Silecroft beach car park, toilets and mobile unit
The Clerk reported that there had been two enquiries received for the ice cream
contract for the beach. Clerk to confirm availability of preferred supplier
Cllr Rand stated that the contractor who had been permitted to use the car park
during the construction of the new footpath had left the bay in a condition
whereby water pooled. Clerk to contact Cumbria Highways.
142/21.2 Silecroft beach proposed new café
Cllr Sharp reported that Eric Barker had been invited to attend this meeting but
due to covid restrictions had declined, but had sent an update via email. Mr
Barker stated there was a delay because the Parish Council had not signed all
the contracts. These had been signed by the Clerk late autumn. Clerk to
contact solicitors for an update
The Councillors expressed their disappointment in the continuous delays in the
start of this project.
142/21.3 Footpath to beach
This is now completed. A resident had complained that some of the fire
hydrants were not working. Clerk had contacted United Utilities but they would
not attend unless they had the specific location of the one not working. Clerk to
contact Fire brigade.

The council rejected Bootle Parish Council’s request to join in with a
Lengthsman. To be reconsidered after Local Government Reorganisation

To consult via social media with the community as to possible location of trees

The revised protocol had been previously circulated amongst councillors. The
council resolved to approve the revised document Proposed by Cllr Lowery,
Seconded by Cllr Millar
