109/21.4 To consider the Budget Comparison Report as at 31 October 2021 and determine action need to address deviations from the budget.
The Clerk confirmed that the overspend total of £3397 on Council expenses was solely due to costs incurred by the failure of the temporary café operator to vacate the premises as per Licence Agreement and the Parish Council having to seek legal redress. This overspend to come from reserves.

109/21.5 Budget 2022/23
The Clerk had previously circulated the revised budget. The agreed spend would be £22967.39. The council resolved to pass this budget

109/21.6 Precept 2022/23
It was proposed that the precept be increased by 2% to 20616 for the financial year 2022/23. The shortfall between proposed income and agreed expenditure to be met by reserves
110/21PARISH MATTERS
110/21.1 Silecroft Beach Front car park and toilets
It was noted that the car park was in a poor state due to the footpath contractors. They to be approached to make good.
It was resolved that the mobile ice cream vendor be approached to provide a regular service from Easter until the permanent café is opened.
110/21.2 Proposed Silecroft Beach Cafe
Cllr Cumming reported that there was still no definite start date.
Councillors expressed concerns as to the lack of information and continual delays in the commencement of this contract. The Clerk to invite Eric Barker to the next meeting and to write to Pat Graham, Copeland Chief Executive raising the concerns of the council.
111/21.3 Footpath from Silecroft to beach
Councillors reported that there had been positive feedback from residents regarding the installation of the new footpath. Concerns had been raised regarding the lamppost that was now in the middle of the new footpath and as to when this would be removed.

The Clerk reported that the signage for the tennis court was now in situ

Minutes 3/11/21
Cllrs Cumming and Rand gave feedback from the meeting they attending on 1 November re the setting up of a Community Partnership, membership of and potential start dates. Concerns were raised about the lack of terms of reference for the partnership and also sight of other documentation. A number of questions had been given to members of RWM at the meeting for a written response.
It was resolved that until the documentation and the responses to the written questions had been received that the Parish Council unable to proceed. The Clerk to write to RWM requesting all documentation and explaining the legalities of how Parish Councils can act.
