MINUTES OF THE COUNCIL MEETING HELD
ON WEDNESDAY 2nd SEPTEMBER 2015 IN
SILECROFT VILLAGE HALL COMMENCING AT 07.30PM

29/15: APOLOGIES: Cllr V Bradley, Cllr M. Cumming

30/15: MINUTES
It was resolved that the minutes of the parish council meeting held on 1st July
2015 be signed as a true and correct record.

32/15 Co-option of Councillors. There had been 3 applications for the current 2
vacancies. The council agreed to co-opt Mrs C Lowery and Mrs C Wrigley to fulfil
these vacancies. The Clerk was asked to enquire as to the procedure for
increasing the number of councilors.

33/15: DECLARATION OF INTEREST
There were no declarations of interest

34/15: PLANNING ISSUES – the following planning applications were considered:
There were no planning applications submitted

35/15: ACCOUNTS
The report had been from the external auditors BDO approving the accounts of
2014/15. The Council agreed to accept the report. Notices had been placed on
notice boards giving information as to how members of the public could view
the approved accounts.

Council approved the following payments of
Payment to BDO LLP, external auditors £156.00
Payment to Clerk for salary and expenses £417.54
Payment to HMRC – tax £ 83.20

36/15 PARISH MATTERS
The following matters were discussed:

  • Police Liaison Report
    A report had been received from PCSO Booth which had shown a slight
    decrease in rural crime.

Play Areas
Both play areas had been inspected by ROSPA and their report was
submitted to the council. As a result the following actions were agreed
upon:

Silecroft

1. Source, purchase and replace the swing seats at Silecroft
2. Cllr Rand to look at the swing seats supports and take remedial action
to make them good. – Silecroft
3. Cllr Bradley to investigate the cost of a set of goalposts and netting
for locating at Silecroft.

Kirkstanton
4. Cllr Fell to adjust the gate closing mechanism
5. Climbing net to be purchased
6. HMP Haverigg to be approached to see whether they would be
interested in undertaking re-painting of all play equipment on the site
7. Investigate the cost of replacing the existing slide and swings with
suitable new equipment.
8. Approval for purchase of replacement swing shackles
9. Investigate possibility of match funding to aid in the cost of replacing
equipment.

Cllr Lowery agreed to undertake regular visual inspections of the current
equipment and report back to the meetings.

  • Silecroft handrail
    Still awaiting a second quote

  • Footway lighting
    Cllr Rand met with a representative of Copeland Borough Council on 9
    July and the council are awaiting costings
  • Risk Assessment and Inspection Plans.
    Cllr Rand to undertake quarterly inspections of seating within the Parish
  • Concern was expressed with the siting of the scrap metal and recycling
    area on the A5093. Clerk had written to Millom Town Council who were
    raising the issue with Copeland Borough Council and Cumbria County
    Council. No response had been received and the Clerk was asked to
    chase this up.

37/15. CORRESPONDENCE
A letter had been received from a Millom resident expressing reqret at the
removal of some play equipment at Silecroft.
A letter had been received from L & S Pinney requesting permission to fish from
the shoreline and use a quad bike on Silecroft beach. This to be referred to
Copeland Council

38/15 DATE OF NEXT MEETING – to confirm the next meeting will be Wednesday 7th
October 2015 at 7.30pm in Silecroft Village Hall
