WHICHAM PARISH COUNCIL

DRAFT MINUTES OF THE ANNUAL GENERAL MEETING OF THE PARISH COUNCIL HELD ON WEDNESDAY 5 MAY 2021 VIA TELEPHONE CONFERENCE CALL COMMENCING AT 07.30PM

PRESENT: Cllr A Fell (Chair), Cllr S Wilson, Cllr M Sharp, Cllr M. Cumming, Cllr R Jopson, Cllr S Millar and Cllr P Rand

1/21: ELECTION OF CHAIRMAN/VICE CHAIRMAN
Cllr A Fell was nominated for Chairman by Cllr Sharp and seconded by Cllr Rand. There being no other nominations it was unanimously agreed that Cllr A Fell be elected as Chairman.
Cllr M Cumming was nominated for Vice Chairman by Cllr Fell and seconded by Cllr Sharp. There being no other nomination it was agreed to elect Cllr Cumming as Vice Chairman.

2/21: ACCEPTANCE OF OFFICE:
The Declaration of Acceptance to be signed by the Chair and Vice Chair at the next face to face meeting

4/21: MINUTES of ANNUAL GENERAL MEETING
It was resolved that the minutes of the parish council Annual General Meeting held on 15th May 2019 be signed as a true and correct record.

5/21: APPOINTMENT OF MEMBERS TO SERVE ON OUTSIDE BODIES – The following members of Council were elected to serve on the following outside bodies:

  • Silecroft Education Committee – Cllr Wilson
    At the request of the council Cllr Wilson agreed to forward copies of meeting minutes.
  • Village Hall Committee – Cllrs Wilson, and Cumming
  • CGP Trust Fund – Cllrs Fell, Wilson and Sharp
  • Beach Advisory Group – Cllr Rand
  • Community Planning Committee and Parish Action Plan Steering Committee – Cllrs Cumming, Millar and Jopson
  • Community Interest Company – Cllr Cumming and Millar
  • South Copeland Partnership – Cllrs Cumming and Rand
  • Southern Boundary Partnership – Cllrs Cumming and Rand
  • 3 tier Meeting – On a rotational basis

6/21 To resolve that the Parish Council meets the conditions under section 8(2) of the Localism Act 2011 and The Parish Councils (General Power of Competence) (Prescribed Conditions) Order 2012 and therefore may act under the General Power of Competence
Proposed by Cllr Cumming and seconded by Cllr Jopson that the Parish Council fulfilled all criteria and wished to invoke the General Power of Competence.

7/21 ADJOURNMENT OF MEETING
There being no other issues the AGM was adjourned at 20.06hrs
The normal Parish Council meeting now took place

16/21 County Councilor and Borough Councilor Report
Cty Cllr Hitchen had left a verbal report with the Clerk, that the proposed plans for the footpath had been put before the Local Committee and it was considered that it was a project that may fit the criteria for the tourism section of the Government Kick Start fund for communities. Further details to be forwarded once known.

Reserved Matters Application for Detached Dwelling & Garage (Following Grant of Outline Approval 4/19/2314/0O1)
The council resolved to support the application with the following amendment that the proposed timber effect cladding be replaced by exterior random stone

19/21 PARISH MATTERS

19/21.1 Silecroft Beach Front car park and toilets
A complaint had been received about the cleanliness of the toilets. The Cleaner had been spoken to and Councillors are to monitor. The Clerk to contact CBC for a lockable bin for toilet waste. It was noted that a mobile pizza van has been turning up at the weekend on an evening and selling from the road. Pizza boxes are part of the rubbish problem.

19/21.2 Silecroft Beach Cafe

It was noted that the pop-up café was advertising late night opening which was a breach of the license agreement. Bins for the collection of waste had not appeared as promised. A meeting to be held on 19 May 2021 to discuss license renewal which expires on 21 June 2021

19/21.3 Community Plan
This had been discussed at the Annual Parish Meeting prior to this meeting. The re-tendering for the build of the new café was now on the chest.

19/21.4 EV Charge Points
Cllr Cumming meeting with Trudy Harrison MP re Building Back Better. One of points to be raised was an improved electricity supply for new café which would enable EV points.

19/21.5 Play Inspection report
Work had started on replacing the posts at Kirksanton

19/21.6 Church car park
Still awaiting the contractor

19/21.7 Tree Planting
No update

19/21.8 Consultation on Broadband speeds
Problems for the beach properties

20/21 Reports from outside bodies
Nothing to report

21/21 CORRESPONDENCE All correspondence had been circulated to councilors. The following had not been circulated.

22/21 Councilor Matters
Cllr Cumming stated that Kirksanton Village Hall is re-opening and the Parish Council could use the upstairs hall. It was agreed that the meetings would be held on alternative months in each hall.

23/21 DATE OF NEXT MEETING – to confirm the next meeting will be Wednesday 2nd June 2021 commencing at 7.30pm in Silecroft Village Hall.
